 Habitat Ecosystem Services Division Manager WMS-3

Olympia, Washington 

This recruitment is essential to maintain operations and fulfill WDFW’s legal obligations: Critical information internal/external necessary to performing essential functions

Are you dedicated to the conservation and restoration of Washington’s ecosystems?

With your experience, you will be involved in decision and policy making that directly influences and impacts the quantity and quality of fish and wildlife resources including resource-based industries to include timber, fishing and tourism.

You are sensitive to the nature of the work and its far-reaching impacts and you focus on building collaboration and teamwork. 

The optimal applicant is dedicated to ensuring division operations are timely, efficient, effective, and in conformance with agency policies and applicable state and federal laws.

We are seeking a leader that directs policy and operational functions of the Ecosystem Services Division. The Habitat Program is one of three natural resource programs within the Washington Department of Fish and Wildlife and is dedicated to conserving and restoring ecosystems necessary for the long-term sustainability of fish and wildlife populations in Washington state.

 

Duties

Our Habitat Ecosystem Services Division Manager,

•        Represents the agency in state and federal habitat management forums and stakeholder groups as designated by the Program Director and/or Director.

•        Represents the agency in the Department of Natural Resources Adaptive Management Program’s Timber Fish and Wildlife (TFW) Policy Committee.  This position ensures coordination with the WDFW’s Forest Practices Board representative in order to ensure agency alignment in the Adaptive Management Program.

•        Directs Division operational functions in budget, personnel, facilities, staff and external communications, legislative affairs, regulations and contracts.

•        Leads, organizes, and accounts for the work performed by the Ecosystem Services Division.

•        Assures appropriate and optimum use of resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.

•        Supports effective communications throughout the Division, Program and agency.

•        Maintains the highest standards of personal/professional and ethical conduct and support the state’s goal for a diverse workforce.

•        Directs efforts to ensure communities across Washington recognize and support the contributions of the Priority Habitats and Species (PHS) Program to the conservation of fish and wildlife and to the state economy, culture, clean air and water.

•        Provides management expertise and policy guidance on Ecosystem Services Division issues.

•        Resolves operational issues that elevate above Section Manager level of responsibility.

WORKING CONDITIONS: 

  • Work Setting and schedule:
    • Work 95% of time at meetings conducting general management and coordination activities or in the office reviewing or creating documents, writing memos, responding to email, answering phone inquiries.
    •  Work hours may exceed the standard 8am to 5pm workday.  
    •  In the field approximately 5%, occasionally in rough weather conditions, traveling throughout the region or participating in evening meetings. 
  • Travel Requirements:   Periods of overnight travel may be required
Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree in natural resources or related field.

Or

  • Equivalent professional experience may substitute year for year for the education requirement if that experience is in a natural resources or related field.

And

  • Two years of advanced professional experience in natural resources or closely related field, including demonstrated skills for managing a group that provides statewide services that are central to the department mission and business purpose.

    • Collective bargaining agreements,

    • Policy analysis development and implementation,
    • Budget development and expenditures.
    • Proven leadership skills that model the way, inspire a shared vision, and enable others to act.
    • Demonstrated supervisory experience or experience leading teams.

PREFERRED QUALIFICATIONS: 

•        Advanced knowledge of principles of marine, fresh water, and terrestrial ecology and natural resource management;

•        Ecosystem management principles.

•        Knowledge of multiple state and federal conservation laws

•        Ability to take interest in and understand others’ perspectives; easily recognize when others have important information, perspectives, or ideas; demonstrate appropriate assertiveness; and be committed to the service of the public, mission and team.

•        Demonstrated effective negotiation skills

•        Five years of experience supervising professional staff

•        Proven ability to clearly communicate with management, the Legislature, regulatory bodies, and employees

•        Demonstrated proficiency in managing a complex budget
