The incumbent independently develops implementation plans, coordinates bureau partners, develops supportive policies and practices, drafts and disseminates guidance, and provides and organizes technical assistance and training materials. The position independently performs analysis and evaluation of implementation activities and citywide activities, programs, and services and reviews citywide communication guidance in compliance with Title VI. The analyst will develop recommendations, support systems, and reports to ensure accountability. Representing OEHR on citywide committees, this position ensures high-level decisions are made considering compliance to Title VI.
Plans, organize, directs, and evaluates the implementation of Title VI-related plans, initiatives, and practices at a City and bureau level.
Responsibilities include:
- Identifying objectives and specific benchmarks.
- Convening appropriate individuals and groups, developing agendas, and facilitates meetings.
- Building capacity of partners; developing associated practices, procedures, guidance, and systems.
- Conducting complex and administrative studies; preparing research, analysis, and materials.
- Monitoring status and progress.
Provide highly technical guidance to bureaus. Help ensure compliance with Title VI by:
• Providing guidance to Council bureaus and Title VI agents in each bureau to discuss legislation, administrative rules; practices, and accountability measures.
• Offering training on understanding and implementing Title VI and related rules and procedures.
• Providing technical assistance and information to community partners as necessary.
Conduct a thorough analysis of the City bureaus compliance with Civil Rights Title VI and related laws, regulations, and standards. Conduct performance or programmatic analyses and develop recommendations for developing new programs or modifying existing programs and procedures.
Provide independent guidance to bureaus and Council by doing the following:
• Meeting with City staff and community to discuss what they are facing regarding compliance with Title VI
• Analyzing those findings in comparison with The City’s legal requirements under Title VI.
• Representing Title VI on several citywide committees to determine additional areas of needed compliance work is considered during the advanced decision-making process.
• Analyzing how other jurisdictions have addressed similar areas of noncompliance with Title VI.
• Analyzing issues for compliance with any additional relevant statutes, regulations, and standards.
Conducts or assists with administrative and legislative studies and develops recommendations on Title VI conducts complex administrative, and management studies relating to Civil Rights Title VI as needed. This includes identifying policy issues, determining the analytical methodology, collecting the qualitative and quantitative data/information; analyzing the data and information; reviewing existing research, best practices, and existing policies; developing policy and program recommendations; discuss and present findings and recommendations to relevant internal and external parties; and development and implementation of associated program, policy, and procedure.
- Analyzes, drafts, and recommends policy, administrative rules, procedures, guidance, and training materials as needed.
- Develops and reviews compliance documents, processes, reports, and presentations, disseminate information to the public and represent the Office of Equity in public meetings and workgroups.
• Develop and maintain external relationships with various communities.
• Attend meetings and engage with various communities as a representative of the Civil Rights Title VI to listen to issues and communicate bureau policy, with the goal of ensuring equitable delivery of services across the service area.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.
To Qualify
1. Knowledge of and experience applying the principles, tools, and techniques for Civil Rights Title VI program planning, implementation, and management including operations, finance, budgeting, audits, and performance assessments, provide sound, logical, and fact-based conclusions and recommendations, and monitor progress over-time.
2. Ability and experience analyzing, interpreting, explaining, and applying relevant laws, regulations, ordinances, policies, and procedures (ex. Civil Rights Act Title VI, Environmental Justice, City Ordinances, bureau policies, operational procedures).
3. Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, technical, budgetary, and financial data; communicate and give presentations on complex analytical topics to non-technical audiences.
4. Ability to collect, evaluate, and interpret complex data in statistical and narrative forms; ability to use quantitative and qualitative analysis, tools, and modeling
5. Ability to establish and maintain effective working relationships with Bureau management and staff, representatives of other public agencies, the public, and others encountered in the course of work. The Recruitment Process
