Northeast Region is seeking an innovative and strategic leader to join our team of professionals as the State Uplands Assistant Region Manager. As the region’s uplands trust manager, this position manages all trust assets on approximately 393,000 acres of forested land in Northeast Region. This includes the conservation and protection of resources; managing the region’s land base; tending and harvesting of forest stands; supports DNR’s duties and commitments on the Federal Lands through the Good Neighbor Authority/Shared Stewardship agreements. Such responsibility has prolonged impacts on resource conservation and protection and sustained revenue production that may last anywhere from a few years to decades.

 Responsibilities:

The Assistant Region Manager supports the DNR’s mission and Trust mandate by incorporating into daily decisions the principles of resource sustainability; the use of sound science, data and information; and making decisions with the public’s interests in mind. The Assistant Region Manager of State Uplands will be responsible to:

  • Plan, lead, organize and oversee work performed in the region’s forested uplands program.
  • Manage the region’s timber sales.
  • Collaboratively work with program managers in divisions to strategically plan for and develop performance measures and budgets for Region/Division Manager approval in order to meet these objectives.
  • Assure appropriate and optimum use of the organization’s resources and enhance the effectiveness of employees through timely appraisals and professional development opportunities.

Who are we looking for?

The right candidate has:

  • A bachelor’s degree in Forest Management, Natural Resources Management, Forest Engineering or closely related field; and eight (8) years of professional-level experience with a demonstrated progression in leadership responsibilities in the areas of forest and/or range management and personnel management. OR
  • An associate’s degree in forest management or natural resources management or closely related field; and ten (10) years of professional-level experience with a demonstrated progression in leadership responsibilities in the areas of forest and/or range management and personnel management.
  • Knowledge of the principles of effective human resource management.
  • Knowledge and experience complying with collective bargaining agreements.
  • Excellent written and verbal communication skills.
  • Strong background in budget development and implementation.
  • Strong supervisory skills including coaching, mentoring, training, setting priorities, and evaluating performance.
  • Ability to interpret civil service rules, federal and state laws and collective bargaining agreements, and department policies.
  • Knowledge of contract and lease development and negotiations.
  • Experience in project planning and implementation.
  • Knowledge of the principles of forest management.
  • Knowledge of the principles of logging systems, forest road engineering, and construction practices.
  • Knowledge of the principles of land management and lands transactions.
  • Effective skills in interpreting and implementing natural resource statute, rule, policy, and procedure.
  • Ability to work collaboratively with other natural resources organizations, external stakeholders, and the public to accomplish a set of objectives.
  • The incumbent in this position is required to travel.
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Desirable Qualifications:

  • Demonstrated superior supervisory and team-building skills with the ability to assign work and keep employees focused.
  • Demonstrated ability to successfully develop programs, timelines, and track accomplishments.  Current knowledge of forest practice statutes, rules, regulations, policies, procedures, and general forest management theory (such as forest fire prevention and suppression techniques, timber management planning; silviculture; appraisal techniques; timber sales, contract preparation, and administration; logging and forest road construction equipment and use; reforestation methods; public relations and statistical analysis).

Due to the COVID-19 pandemic, telework (mobile-work) is expected for most office activities. When approved to return, the incumbent is expected to report to their assigned duty station for work activities or may be approved for telework based on DNR’s telework policy.
