Are you a learning and development professional who is passionate about ensuring public servants provide inclusive services and achieve equitable outcomes? We are seeking leaders in employee development and diversity, equity, and inclusion (DEI) to create and deliver training for Washington State’s public employees, in order to help them serve with cultural relevance and humility. You will join a team leading a new training initiative, which will be the trailblazer and influencer of statewide DEI competency (Download PDF reader) development. These competencies are grounded in the opportunity for growth and development to create equitable, diverse, inclusive and respectful workplaces where people thrive, missions are accomplished and the public is served.

What you will do: 
As a professional DEI trainer, you will work with team members to design curriculum and materials for DEI competency development and deliver the training to employees across state government.

By designing and delivering high quality learning and development experiences, you will ensure employees from across the enterprise are provided with opportunities for evidence-based DEI learning and development necessary to perform their roles with attention to equity, diversity and inclusion. You will equip learners to achieve established competencies that will contribute to their personal growth, as well as their teams, agencies, and the overall performance of our state government enterprise. You will help build a more inclusive and respectful work environment, impacting workforce and agency success.

This body of work is a direct reflection of the Governor’s DEI Training Committee recommendations and is critical to fulfilling Governor’s Executive Order 12-02 (Download PDF reader) to proactively build a diverse, inclusive and culturally competent workforce.

The Workplace Learning and Performance team is a part of the Workforce Support and Development Division (WSD). Duties

Some of what you will enjoy doing includes:

  • Apply knowledge of diversity, equity and inclusion competencies to improve targeted areas of learning to meet enterprise customer, consumer, and business partner needs.
  • Create training curricula that effectively targets a diversity of adult learners in multiple work environments.
  • Apply evidence-based learning approaches to curricula delivery approaches including but not limited to: adult learning theory, social learning theory, and neuroscience.
  • Conduct research, analyze trends in learning, and develop course material for instructor-led virtual and in-person delivery and other blended learning solutions to ensure delivery and materials meet learning and performance requirements.
  • Demonstrate effective instructional strategies, use of course materials, and assessment techniques for learning approaches.
  • Deliver curriculum, workshops, and other learning with fidelity to the materials, objectives, and learning to performance outcomes.
  • Create an inclusive learning environment for a diverse audience of adult learners from different professional levels and environments across the enterprise of Washington State government.
  • Develop assessments and/or evaluations for assigned curricula to measure training comprehension and conduct effective assessment of learner knowledge, skill, and development.
  • Create and utilize training evaluation and learner feedback instruments to facilitate feedback on effectiveness and quality of curricula in meeting training objectives and conduct customer satisfaction assessments to inform curricula needs.
  • Identify and work collaboratively and effectively with agency and external subject matter experts related to learning delivery. Work collaboratively with other curriculum staff, instructors, and SMEs in developing and revising curricula to meet quality and effectiveness expectations. Identify and work collaboratively and effectively with agency and external subject matter experts in the development of training curricula.
  • Create or augment comprehensive curricula and effective instructional strategies, course materials and assessment techniques for courses. This includes lessons, instructor guides, instructional aids, student activities, scenarios and handouts.
  • Manage curriculum design teams ensuring there is a broad representation of design team members to ensure a curriculum is developed for optimum student learning.
  • Ensure instructional development courses are updated as assigned.
  • Develop and deliver presentations related to instructional skills.
  • Coach and mentor other instructors in order to develop and maintain an experienced and quality instructional pool.
  • Provide coaching and mentoring to new or less experienced instructors to ensure accurate and quality delivery of leadership development learning as assigned.

Qualifications

REQUIRED:
Bachelor’s degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.

OR

Four years of equivalent applicable experience, or a combination of previously listed related education and equivalent applicable experience to equal 4 years (experience needs to be in addition to what is listed below in the areas of instructional delivery, facilitative instruction, curriculum development, instructor development, and/or supervision of employees).

AND

  • Five years of instructional delivery to adults in measurable knowledge and skill development including instructing alone and with other instructors.
  • One year of facilitative instruction and blended learning experience (may be concurrent with five years of instructional experience).
  • Demonstrated understanding of Washington State diversity, equity and inclusion competencies or similar, as well as action and commitment to implementation and integration of diversity, equity, and inclusion practices to facilitate a respectful and inclusive work environment and a commitment to providing and supporting services and products that reinforce this environment.
  • One year creating and writing curriculum or other learning/education materials.
  • Knowledge and experience with applying adult learning theory and social learning theory in learning, training or educational environments.
  • Consistently demonstrate the following behaviors:

  • At least one year as a supervising leader or having performance management and leadership responsibilities for two or more employees or others in the workplace.

PREFERRED:

  • Degree with focus on education; sociology, ethnic studies, organizational behavior or management, adult learning instructional systems, instructional design and technology, education technology, or a closely related field is highly desirable.
  • Demonstrated experience designing and delivering learning and development solutions specific to diversity, equity and inclusion competency.
  • Additional years of experience as a supervising leader or having performance management and leadership responsibilities for two or more employees or others in the workplace.
  • Successfully leading high performing and engaged teams.
  • Additional years developing instructor-led and blended learning material of a complex subject matter to ensure knowledge and skill acquisition for professional employees.
  • Additional experience instructing and facilitating adults in a variety of learning modalities and settings.
