The Washington State Department of Natural Resources (DNR) is looking for a Wildland Fire District Manager to lead the Glacier District within the NW Region of DNR. This position administers fire protection and suppression responsibilities for up to 60 permanent and seasonal fire staff. Additionally, this position implements the Forest Health Community Wildfire Protection programs in coordination with Fire Districts, Conservation Districts and other agency partners with the intent to get more Firewise USA™ and Fire Adapted Communities established across the landscape. The duty station for this position is located in Sedro-Woolley, WA, in the scenic Skagit Valley. World-class outdoor recreation opportunities abound in the area. The main entrance to North Cascades National Park is only 1 hr. drive to the east. The San Juan Islands can be accessed from Anacortes, just a 45 minute drive to the west. Additional recreation opportunities can be found in the surrounding Mt. Baker/Snoqualmie National Forest and state forest trust lands. For more urban experiences, Seattle, WA. And Vancouver, B.C. are each only an hour and a half drive away.

Who are we looking for?

The right candidate has:

  • Knowledge in personnel management principles and merit system rules, and employee union agreements.
  • Knowledge of agency policies, practices and procedures.
  • Skills in oral and written communication.
  • Skills in staff month and dollar budget development.
  • Skills in agreement and contract negotiations.
  • Knowledge of wildland fire prevention and suppression practices and tactics.
  • Skills in managing complex fire incidents.
  • Hold, or have held a Task Force Leader or higher level fireline rating (includes Type 2 or 3 Incident Management Team Rating).
  • Must have a valid driver’s license and have two years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

These knowledge and skills are demonstrated through the ability of the incumbent to:

  1. Work under minimal supervision within the context of broad agency policies.
  2. Provide second and third level-supervision over multiple work units with one or more supervisors.
  3. Use a mix of tactical and strategic thinking to address various budget, fixed asset, human resource and customer service issues.
  4. Develop, recommend, and implement agency strategies, policies, and resource allocation.
  5.  Maintain relationships with internal and external stakeholders and organizations.

This level of knowledge and skill is typically achieved with:

  • A bachelor’s degree in Forest Management or Natural Resources Management; and five years of professional level experience with a demonstrated progression in leadership responsibilities in the areas of land and resources management, personnel management and wildland fire suppression; Or
  • An associate’s degree in forest management or natural resources management; and seven years of professional level experience with a demonstrated progression in leadership responsibilities in the areas of land and resources management, personnel management and wildland fire suppression.

Desirable Qualifications:

  • Wildland fire management experience as a Division Supervisor and/or Type 3 Incident Commander
  • Additional fire experience at the type 2 or 3 level in one or more of the following: wildfire investigation, information officer; safety officer, logistics, plans, fire operations, and/or fire lenience.

The Location

Due to the COVID-19 pandemic, telework (mobile-work) is expected for most office activities. When approved to return, the incumbent is expected to report to their assigned duty station for work activities or may be approved for telework based on DNR’s telework policy.
