This is a full-time, permanent, represented position.

We will trust you with administering existing leases, negotiating new leases, inspecting communication sites, maintaining tower and equipment shelter facilities, developing and recommending program enhancements, working with the Attorney General’s Office to develop and improve lease templates, and assisting the Communication Site Program as a responsible and business-minded expert. This work includes high-value and sometimes complex rent negotiations with professional negotiators.

You will administer existing and new leases by coordinating with regulatory agencies, surveyors, engineers, region staff, contractors and prime lessees, subject-matter experts in sensitve species, geology and cultural resources in overseeing the construction of new communication sites. Construction includes the installation of utilities, the construction of roads, the construction of buildings and telecommunication towers. When parties do not agree, the person in this position will make the decision on how to move forward, and engage in strategic negotiations.

You will also be responsible for responding to questions from lessees and licensees regarding aspects of contracts; financial administration of payments including ensuring payments are made, identifying and resolving arrearages, taking appropriate action when a lease is in default, adjusting lease rent per the contract, updating factors upon which lease rent is dependent such as the amount and type of equipment at the communications site, and pursuing legal action for contract violations. Responsibilities also include resolving problems with the operation of sites whether the problems originate from the agency, regulators, neighboring landowners or the public.

Required Qualifications: 

  • A Bachelor’s degree in a natural resource science, real property or study in a similar subject, and two years of professional leasing or land management experience at the entry level,
OR experience equivalent to a bachelor’s degree, and two years of professional leasing or land management experience at the entry level.
  • A valid driver’s license and two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates may be asked to provide a driving record from all states in which they have held a license during the past three years.

Much of the work is performed in the field, alone, or with one or two other staff between sites in the division, in isolated unimproved natural areas. Incumbent must be able to traverse uneven terrain in all weather conditions. May also be required to travel within the state with overnight stays.

Desirable Qualifications:

  • Supervision experience.
  • Proven ability in computer applications.
