Summary

This position is located in Fish and Wildlife Implementation Unit EWU-Washington Implementation, of the Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Bonneville Power Administration (BPA).

The purpose of this position is to serve as a Fish and Wildlife Administrator and senior program lead and/or project manager responsible for performing professional scientific work.

Responsibilities

As a Fish and Wildlife Administrator, you will:

  • Serve as a Fish and Wildlife Administrator and as a senior program lead and/or senior project manager for implementation of fish and wildlife protection, mitigation and enhancement measures.
  • Initiate, formulate plans, and execute major studies and projects or continuing specialized fish and wildlife protection, mitigation, and enhancement projects.
  • Provide program leadership in analyzing proposals, projects and contracts.
  • Lead BPA personnel in reviewing the technical merits of outside scientific documents to inform F&W staff/managers of scientific merits of BPA’s positions on fish and wildlife projects.
  • Represent BPA scientific programmatic positions when attending and participating in site visits and project/program reviews.
  • Serve as a Contracting Officer Technical Representative (COTR) for research, monitoring, and evaluation and implementation contracts for assigned projects.

Qualifications

BASIC REQUIREMENT

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position,
–OR–
B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education,
–OR–
C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate’s resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.

Specialized experience for this position is defined as: 

(1) providing biological and ecological authoritative guidance in the area of hatchery operation and aquaculture research, monitoring, and evaluation to ensure compliance with applicable laws, regulations, policies and mandated requirements for fish protection, mitigation, and enhancement measures;

(2) Lead and participate on teams to use data and published literature to inform hatchery prioritization and planning to ensure that budgetary, procurement, regulatory and programmatic requirements are satisfied prior to and during project implementation; and

(3) skill in applying mitigation techniques such as aquaculture, and research and evaluation techniques, quantitative program goal and objective establishment, and program adaptive management in order to mitigate for losses to fish and wildlife populations in the Columbia River Basin due to construction and operation of the federal
hydro system.

There is no substitution of education for experience at the GS-13 level.

  3.   6. Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  7. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
