This recruitment is essential to maintain operations and fulfill WDFW’s legal obligations:
Payroll, Critical personnel functions. Executive decisions. Activities contributing to the food economy (licensing, managing, and enforcing/licensing commercial fisheries, grazing monitoring, fish screen for ag, fencing associated with grazing, personnel necessary to ensure payments to ag producers). Functions directly related to survival of ESA listed species. Or functions that are legally required or treaty obligated for ESA species. Activities to address wildlife conflict, depredation and public safety. Staff necessary to prosecute fisheries, hunting opportunities

As the Agency Rules Coordinator, you advise and make key decisions that are both tactical and strategic.

With your experience you will provide guidance and make recommendations to the Director, Deputy Director, the EMT and staff on pertinent agency wide policies and issues related to or affecting rulemaking, including legal issues and proposed legislations.

The Rules Coordinator has knowledge of the subjects of rules being proposed or prepared within the agency, maintains the records of any such action, and responds to public inquiries about possible, proposed or adopted rules and the identity of agency staff working, reviewing, or commenting on them.

Cooordinates agency-wide rulemaking by providing oversight, support, direction and services to WDFW’s resource, capital management and enforcement programs. Assures that rulemaking meets regulatory requirements and supports the other programs in a manner that provides opportunity for meaningful public input.

Duties

Some of the responsibilities of this key position are:

  • Oversee the agency’s statewide rule-making activities.
  • Review all emergency rules and initiates rule updates and corrections.
  • Update the WDFW’s Rule-Making Handbook.
  • Ensure Department compliance with procedures as required under the APA.
  • Assists in advising staff on Public Records Act issues, including the Criminal Records Privacy Act.
Qualifications

Required Qualifications:

  • Master’s degree with major emphasis in natural resource management, natural resource planning or a closely related field.
    AND
    Five years’ experience in natural resource management and/or program, policy, or rule development.

    OR

  • Bachelor’s degree with a major emphasis in natural resource management, natural resource planning or a closely related field.
    AND
    Seven years of professional experience in natural resource management, natural resource planning or a closely related field.

OR

  • Year for year equivalent professional experience may substitute only for the education requirement portion, if that experience is in one of the fields noted above.

    All applicants must have Extensive working knowledge of:

  • State government
  • The rulemaking process
  • The Washington Administrative Procedures Act
  • The legislative process
  • Project management experience
  • Fluency in the English language, and excellent writing, reading, speaking and listening skills

Preferred/Desired Qualifications:

  • J.D. (Juris Doctor) from an accredited law school and active membership in the Washington State Bar Association.
  • Skill in collaborative problem-solving and decision-making.
  • Demonstrated skill in living WDFW values of professionalism, accountability, empathy, integrity and respect.
Working Conditions:

  • Work Setting, including hazards: An office environment and tele-work options.
  • Schedule (i.e., hours and days): Working hours 8 am to 5 pm, Monday through Friday (may be negotiated as part of a flexible schedule).
  • Travel Requirements: Travel of 1 – 3 days, several times a year is required for staff training
