Position Description

The Seattle Police Department (SPD) is seeking a MMIP Strategic Data Advisor  to lead agency efforts to address issues of missing and murdered Indigenous people. This position, housed in the Data Driven Unit and directly reporting to Executive Leadership, will lead the assessment, analysis, improvement, and continued monitoring of data and reporting systems that inform and document issues of gender-based violence against American Indian and Alaska Native people.  This position will oversee internal data quality and data management efforts to directly influence policy and systems changes and establish quality performance standard and strategies across SPD. This position will oversee these efforts in close coordination with tribes, urban Indian organizations, law enforcement tribal liaisons, and Native community advisory groups to ensure that all agency efforts are community-informed and culturally attuned.

Job Responsibilities

  • Conduct a forensic review of missing and murdered American Indian and Alaska Native people who may have had their race misclassified in a City data system.
  • Conduct an assessment of current databases and data collection methods and reporting practices as it relates to American Indian and Alaska Native people.
  • Develop best practices for improving demographic data quality and tracking of American Indian and Alaska Native identifies through data collection methods and reporting standards.
  • Develop guidance and implement data-sharing practices and policies with tribal law enforcement agencies.
  • Develop annual reporting mechanism to disseminate data and information to the City Executive, City Council, and the Native community on findings and outcomes of gender-based violence among American Indian and Alaska Native people, including agency efforts and initiatives to curb gender-based violence among American Indian and Alaska Native people.
  • Facilitate communications between and among the City and (1) urban Indian organizations, such as the Seattle Indian Health Board (SIHB); (2) tribal liaisons in government agencies; and (3) tribal liaisons at other law enforcement agencies (e.g., Washington State Patrol).
  • Coordinate with SIHB staff to develop guidelines and assist with law enforcement trainings relevant to interactions between SPD and Native Communities, including interactions that might result in the identification and electronic recording of the race of American Indian and Alaska Native people.
  • Consult with SIHB and SPD to develop new policies that reflect best practices on demographic data collection, reporting, and analysis of data and information including requirements that all information related to missing American Indian and Alaska Native people must be entered in an accurate and timely manner into applicable tribal, local, state, and federal databases.
  • Develop guidelines that improve SPD response rates and follow-up responses to cases of missing and murdered American Indian and Alaska Native people.
  • Develop guidelines on ensuring access to culturally attuned services for survivors, victims, and their families.
  • Develop and implement departmental policies establishing Tribal Consultations and Urban Confers to further government-to-government relationships between the State and federal recognized Tribes and urban Indian organizations.
  • Liaise to the SPD Native Community Advisory Council meetings in collaboration with the local Native community.
  • Represent SPD on internal and interagency Race and Social Justice Initiative (RSJI) change teams.

Qualifications

A valid Washington State Driver’s License prior to being hired and must pass a Seattle Police Department background investigation, in compliance with Seattle’s Fair Chance Employment Ordinance, SMC 14.17. Applicants will be provided an opportunity to explain or correct background information.

Desired Qualifications:

  • Familiarity and experience working with tribal and/or urban American Indian and Alaska Native communities.
  • Demonstrated ability to build collaborative, productive, and respectful relationships with community leaders, law enforcement institutions, and community-based organizations, with experience working closely with communities of color and culturally specific communities.
  • Demonstrated understanding of racial equity and social justice values, including the effects of institutional and structural racism among American Indian and Alaska Native people.
  • Comfortably and demonstrated ability with statistical analysis, including experience working with large databases and datasets, experience overseeing primary and secondary data collection and analysis, and familiarity with general research methodologies.
  • A passion to work towards eliminating gender-based violence against American Indian and Alaska Native people or in communities of color and culturally specific communities.
  • Facilitation, negotiation, and conflict resolution skills.
  • Experience navigating institutions to promote and get buy-in on innovative and potentially controversial strategies.
  • Project management skills, including the ability to produce, track and manage multiple deliverables with overlapping deadlines in a high-performing political environment.
