Summary

This position is located in the Fish and Wildlife Implementation (EWL) organization of the Fish & Wildlife Program (EW), Environment, Fish & Wildlife (E), Chief Operating Officer (K), Bonneville Power Administration (BPA).

The purpose of this position is to serve as a Fish and Wildlife Administrator providing expertise to support project and contract management and expertise for the technical and non-technical staff.

Responsibilities

As a Fish and Wildlife Administrator, you will:

  • Serve as a Fish and Wildlife Administrator and as a project manager for implementation of fish and wildlife protection, mitigation and enhancement measures at sub-basin and provincial geographic levels.
  • Serve as a fish and/or wildlife biological expert in support of a broad spectrum of projects.
  • Provide project management oversight for biological, engineering, and construction management.
  • Serve as a Contracting Officer Representative (COR) for research, monitoring, and evaluation and implementation contracts for assigned projects.
  • Monitor performance and compliance of contracts to ensure that BPA receives goods or services that conform to the technical requirements as set forth in the contract.
  • Support other BPA project managers on their projects and studies.
  • Develop, coordinate, and negotiate development of strategies for specific Fish & Wildlife projects.

Qualifications

BASIC REQUIREMENT

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR

B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, plus appropriate experience or additional education.
-OR

C. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource
management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above.

SPECIALIZED EXPERIENCE REQUIREMENTS
In addtion to the Basic Requirement above.

For GS-11: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal Service.  Specialized experience is defined as experience in 1) analyzing and evaluating scientific information to support the implementation of fish or wildlife restoration, mitigation, protection, management, remediation or enhancement projects.

You may substitute education for specialized experience as follows:

  • Three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. —OR—
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited).

For GS-12: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal Service.  Specialized experience is defined as experience in 1) the implementation of fish or wildlife restoration, mitigation, protection, management, remediation or enhancement projects involving internal and external partners and competing priorities; AND 2) preparation of environmental assessments based on analysis of studies or findings on the effects of management activities on fish or wildlife resources.

There is no substitution of education for experience at the GS-12 level.

  1. Fishery Biology – Knowledge of the concepts, principles, and theories of aquatic life, including classification, taxonomy, population dynamics, distribution, habitat requirements, life histories, reproduction, behaviors, conservation, and care of aquatic species.
  2. Interpersonal Skills – Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
  3. Project Management – Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  4. Technical Competence – Uses knowledge that is acquired through formal training or extensive on-the‐job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  5. Writing – Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is  appropriate for the intended audience.
