Job Summary
The Section’s mission is to provide scientific knowledge, information, and analysis in support of regional environmental resource management. The Section employs 40 staff members who are organized into three units with broad-ranging technical expertise in the applied sciences; Water Quality and Quantity, Watershed and Ecological Assessment, and Toxicology and Contaminants. Collectively, these units play a critical role in providing scientific guidance for water and land management. Our staff lead and carry out studies in applied environmental sciences, run monitoring programs, deliver specialized scientific and technical services, and inform evidence-based policies and regulations. We partner with other science agencies around Puget Sound, such as the Washington Department of Ecology, Washington Department of Fish and Wildlife, University of Washington and others. In this role, you will work as a team member in the field hydrology program which is composed of 3-4 engineers and water quality planners. The primary responsibility of this position is to provide scientific and technical support to King County’s hydrologic monitoring programs. This program carries out continuous hydrologic monitoring of streams, rivers, groundwater, lakes, ponds, and stormwater projects. In addition, the program maintains an extensive rain gage network. These programs and projects track weather and hydrologic conditions over time, assess impacts from human activities, provide data for management action, and assist with identifying hydrologic and water quality problems. Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. You will also:

  • Install, maintain, and troubleshoot stream and river flow gages, rain gages and temperature probes in streams, rivers and stormwater projects or facilities.
  • Collect and download flow, groundwater and rain gage data. Conduct quality control/quality assurance reviews of field and telemetered gage data.
  • Use, maintain and troubleshoot hydrologic databases.
  • Calculate flow, rain and temperature statistics. Analyze data for long-term trends and define correlations between hydrology metrics and land use, habitat, and biological metrics.
  • Prepare maps, graphs and charts that show hydrologic and water quality monitoring results to clients and project managers.
  • Assist with the writing and preparation of technical reports on flow, rain, and temperature conditions in King County streams and rivers.
  • Coordinate efforts with other King County agencies, jurisdictions, state and federal agencies, and Tribes.
  • Present results of data collection and analysis to clients, colleagues, and managers.
  • Participate in Section and Division support activities, e.g., ESJ work and outreach, action teams to solve problems, data teams to learn and coordinate new analytical approaches, etc.
Experience, Qualifications, Knowledge, Skills

Minimum Qualifications

  • Bachelor’s degree OR equivalent experience in hydrology, geology, environmental science, natural resource management, or closely related filed OR an equivalent combination of education and experience.
  • At least one year’s experience working with stream gages, to include installation and maintenance, troubleshooting gage locations, uploading and analyzing data, making direct measure and maintenance of discharge records to include stage-discharge rating curves and carrying out data QA/QC.
  • At least one year’s experience measuring stream flow following standard techniques in a variety of flow conditions.
  • At least one year’s experience using a variety of data loggers and sensors used to collect hydrologic and meteorological data.
  • At least one year’s experience collecting water samples using standard protocols for the purpose of laboratory analysis.
  • Ability to safely and competently operate and maintain commonly used field hydrology equipment, (e.g. stream gages, flow meters, Doppler meters).
  • Experience using graphical and statistical software beyond Excel (e.g. R) to conduct statistical analyses of water quantity and quality data sets, including parametric and non-parametric statistical testing for differences and trends, preparation of data tables, generation and preparation of summary statistics, charts, graphs, and maps that represent the results of environmental monitoring.
  • Experience using GPS and ArcGIS.
  • Proficient using Microsoft Office (specifically, Word, Excel, and PowerPoint) and GIS mapping software.
  • Experience preparing technical reports and presenting and interpreting the results of water quality and water quality data.
  • Experience synthesizing and presenting technical information to clients, team members, project managers, and citizens, both in writing and orally.
  • Demonstrated experience and ability to work effectively with diverse groups on complex technical projects to include county colleagues, jurisdiction technical staff, agency staff, consultants, and community groups.
  • Demonstrated ability to effectively plan, organize, and prioritize work on a daily basis and work on multiple tasks with the highest level of accuracy and productivity.
  • Demonstrated ability to communicate effectively and work productively with project managers and team members to carry out priority field work, data analysis, quality reporting, and timely product delivery.

Desirable Qualifications

  • Knowledge and experience working with local and state stormwater programs and regulations.
  • Familiarity with the most commonly used stormwater and hydrologic modeling software; experience with date logger and hydrographic equipment support software.

Necessary Special Requirements: A valid Driver’s License or the ability to travel throughout the County in a timely manner.  Ability to lift 50 pounds and carry such weight to include a backpack and necessary equipment to monitor sites over rough terrain, such as uneven sloping ground, or flowing water. Additionally, the ability to swim and take as well as pass a course in swift-water safety within 6 months of hiring. An offer of employment will be contingent on the success of a pre-employment physical examination and a swim test. You will also need to have the ability and willingness to work in the field during all types of weather events.

Work Schedule
This position is non-exempt  from the provisions of the Fair Labor Standards Act, and is eligible for overtime pay. All overtime worked should be approved in advance by your supervisor.  Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. Alternative work schedules may be considered. Work outside of the normal workday maybe required periodically.

Work Location
This position will work remotely. There will be an expectation to travel to various worksites throughout King County as needed for your work. A laptop will be supplied by King County.
