{"id":558,"date":"2018-03-01T15:05:54","date_gmt":"2018-03-01T23:05:54","guid":{"rendered":"https:\/\/sites.evergreen.edu\/zoltan\/?page_id=558"},"modified":"2018-03-01T15:34:07","modified_gmt":"2018-03-01T23:34:07","slug":"water-is-life","status":"publish","type":"page","link":"https:\/\/sites.evergreen.edu\/zoltan\/water-is-life\/","title":{"rendered":"Water is Life"},"content":{"rendered":"<p>This website was developed in May 2004 by students of Geography 378 (<a href=\"http:\/\/www.uwec.edu\/grossmzc\/GEOG378.html\">International Environmental Problems and Policy<\/a>) at the University of Wisconsin-Eau Claire, to examine global issues of water privatization and commodification. Our city is named &#8220;Eau Claire,&#8221; which is French for &#8220;Clear Water.&#8221; Our campus sports teams are called the &#8220;Blugolds,&#8221; reminding us that water is &#8220;Blue Gold,&#8221; or a natural resource that has become more precious than gold. Freshwater accounts for only 2.4% of the world&#8217;s water. Only about 13 percent of freshwater is in liquid form, and nearly all of it is <a href=\"http:\/\/www.uwec.edu\/grossmzc\/KIEPERME\">groundwater<\/a> in underground aquifers.<\/p>\n<p>Two decades ago, it was widely assumed that there were enough <a href=\"http:\/\/www.uwec.edu\/grossmzc\/MURPHYMW\">freshwater supplies<\/a> in the world for everyone. Water was viewed as a public natural resource, available to all on the basis of need, as absolutely essential to the survival of life on Earth. Bottled water was considered &#8220;yuppie water,&#8221; viewed mainly as a status symbol.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-559 aligncenter\" src=\"https:\/\/sites.evergreen.edu\/zoltan\/wp-content\/uploads\/sites\/358\/2018\/03\/bigsmokeyfalls.gif\" alt=\"\" width=\"288\" height=\"216\" \/><\/p>\n<p>Yet today, increased withdrawals of freshwater for <a href=\"http:\/\/www.uwec.edu\/grossmzc\/SCHROEBJ\">industrial,<\/a> <a href=\"http:\/\/www.uwec.edu\/grossmzc\/DISRUDDJ\">agricultural<\/a>, and <a href=\"http:\/\/www.uwec.edu\/grossmzc\/ABRASHNM\">domestic\u00a0<\/a>use has created acute water shortages in some areas of the world. Increased pumping has caused both <a href=\"http:\/\/www.uwec.edu\/grossmzc\/LENONTM\">surface water reductions<\/a> and <a href=\"http:\/\/www.uwec.edu\/grossmzc\/WORMKA\">groundwater drawdown<\/a>. The resulting &#8220;water stress&#8221; has severely affected <a href=\"http:\/\/www.uwec.edu\/grossmzc\/LARSENST\">human consumption<\/a> as well as <a href=\"http:\/\/www.uwec.edu\/grossmzc\/HEUEREJ\">crops and other natural species.<\/a> These shortages are stimulating or worsening <a href=\"http:\/\/www.uwec.edu\/grossmzc\/OFORIAA\">international conflicts<\/a> over water, which has joined oil as a major commodity triggering or exacerbating wars.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-560 aligncenter\" src=\"https:\/\/sites.evergreen.edu\/zoltan\/wp-content\/uploads\/sites\/358\/2018\/03\/israelwater-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>As water shortages and conflicts increase, water is increasingly being transformed into a privately owned resource, and a commodity that can be sold and traded for profit. New international <a href=\"http:\/\/www.uwec.edu\/grossmzc\/WILSONJE\">trade agreements<\/a> and <a href=\"http:\/\/www.uwec.edu\/grossmzc\/KORTHKP\">loan policies<\/a> encourage this privatization and commodification of water resources. <a href=\"http:\/\/www.uwec.edu\/grossmzc\/LIVERMAJ\">Water companies<\/a> are privatizing public water utilities around the world, and setting prices that cannot be afforded by the poor, triggering <a href=\"http:\/\/www.uwec.edu\/grossmzc\/VANOVEDR\">conflicts<\/a> with the multinational corporations. <a href=\"http:\/\/www.uwec.edu\/grossmzc\/KLESSILL\">Water bottling companies<\/a> are pumping groundwater, and selling the water at prices higher than oil. Alarmed by a growing lack of safety in some <a href=\"http:\/\/www.uwec.edu\/grossmzc\/ENTRINLM\">municipal water supplies,<\/a> many people are drinking bottled water. Yet many local residents <a href=\"http:\/\/www.uwec.edu\/grossmzc\/SCHWARMJ\">object<\/a> when companies such as Perrier try to pump out springs or rural wells.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-561 aligncenter\" src=\"https:\/\/sites.evergreen.edu\/zoltan\/wp-content\/uploads\/sites\/358\/2018\/03\/michigan.jpg\" alt=\"\" width=\"210\" height=\"200\" \/><\/p>\n<p>Another controversy centers on the diversion of freshwater from regions with plentiful supplies to semi-arid or desert regions. These <a href=\"http:\/\/www.uwec.edu\/grossmzc\/DICKEAC\">bulk water transfers<\/a> can be carried out through river diversions, <a href=\"http:\/\/www.uwec.edu\/grossmzc\/SUPPESBJ\">pipelines<\/a>, or even <a href=\"http:\/\/www.uwec.edu\/grossmzc\/SIMHONM\">supertankers<\/a>. The <a href=\"http:\/\/www.uwec.edu\/grossmzc\/GOSSEJP\">Great Lakes<\/a> are at especially high risk of these types of diversions, while <a href=\"http:\/\/www.uwec.edu\/grossmzc\/BINNEBBD\">U.S. water policy<\/a> allows smaller-scale diversions elsewhere. Water is also captured and used by <a href=\"http:\/\/www.uwec.edu\/grossmzc\/JOLITZMW\">dams<\/a> for irrigation or power.<\/p>\n<p>Solutions to the global water crisis are being discussed. There are a number of <a href=\"http:\/\/www.uwec.edu\/grossmzc\/ESLINGHM\">technical fixes<\/a> that are too expensive for many countries to afford. All peoples can look toward traditional methods of <a href=\"http:\/\/www.uwec.edu\/grossmzc\/PALMBAJP\">water harvesting<\/a> and <a href=\"http:\/\/www.uwec.edu\/grossmzc\/NIERMM\">groundwater replenishment<\/a> as possible low-technology solutions. Yet no real solutions are possible that do not start with <a href=\"http:\/\/www.uwec.edu\/grossmzc\/SOLDANPS\">alternate directions<\/a> in policy that put water back under public, democratic control.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-562 aligncenter\" src=\"https:\/\/sites.evergreen.edu\/zoltan\/wp-content\/uploads\/sites\/358\/2018\/03\/waves.gif\" alt=\"\" width=\"216\" height=\"162\" \/><\/p>\n<p>Many thanks to Julia Lehman of Bringing Instruction in Technology to Students (BITS), and our guest speakers Hiroshi and Arlene Kanno of the Concerned Citizens of Newport for their invaluable assistance.
