The distance to the nearest cell tower combined with Evergreen’s dense concrete walls would make cell service a very poor way to communicate with the outside. Wifi calling is a slightly more viable route of communication, with Evergreen having supposedly 5Gbps wireless speeds, and 1Gbps wired connection speeds (https://helpwiki.evergreen.edu/wiki/index.php/Internet_Access_in_Housing).

As for non-cellular methods of communication, Evergreen has its own radio station on-campus, Kaos radio. It is a full power FM radio station broadcasting at 89.3 MHz and 1100 watts. It broadcasts year-round, 24/7. Its coverage area includes Olympia, Lacey, Tumwater, Thurston County, Shelton, Mason County and portions of Lewis, Pierce and Kitsap Counties (https://www.kaosradio.org/whatiskaos, FCC registry for Kaos radio).

During/After the disaster:

Sometime around the beginning of night classes, a thick, dense fog rolls in on campus. At first, nothing seems out of the ordinary. However, students who are still awake and using devices begin to notice the wifi cut out at a suspiciously coincidental time with the fog. Cell service somehow gets even worse than it normally already is. Students on devices connected via ethernet don’t notice anything wrong yet. Things continue as normal for an hour, many dismissing the issue and simply moving on to other activities or proceeding with their classes. At around 7pm, however, anybody outside or near windows would notice what appears to be a storm coming over the horizon right in time with the sunset, which is notably redder than usual.

Then it hits. A crack emanating from above, loud enough to shatter glass, followed immediately after by what seems to be an earthquake. Anything buried underground is put through it, especially data cabling. Underground internet cables are torn up by the fissures and shaking. If anybody who was previously connected was less busy sheltering from the earthquake, they would notice ethernet connections cut completely. Kaos radio loses power during the quakes, its antennas going dark and all broadcasts ceasing. Evergreen is radio silent, no communication is coming in or out. The campus itself is far from silent, however, the disaster still in full swing. The shaking doesn’t stop for almost 20 minutes, almost ensuring all but the toughest of underground infrastructure is severely damaged. Connection issues are the furthest thing from anyone’s minds by this point. As the shaking stops, people begin to flock to hotspots like the HCC in search of shelter.

In the days following, damage surveys reveal okay news and bad news. Despite all the shaking and loss of power, Kaos radio’s broadcasting equipment is all relatively undamaged, if currently unoperational. Power supply from the outside is incredibly strained and limited, ensuring Kaos radio will not be broadcasting in the immediate future. The extent of damage to the cabling is discovered by this point. Internet cables are completely destroyed, and no wireless internet signals are coming in.

Before the disaster: When it comes to cell service, Evergreen is substantially lacking.
