He researches public fiscal administration at the federal, state, and local levels. His recent work\u202fexamines the impact of sustained fiscal stress on local government.\u202f His research has been published in various journals including Public Administration Review,\u202fThe American Review of Public Administration, Public Budgeting &amp; Finance,\u202fPublic Finance Review, and the\u202fJournal of Public Procurement. Prior to joining Evergreen, he served on the faculty at the Naval Postgraduate School (2015-2022) and at Arizona State University (2012-2015). His Ph.D. in Public Policy (2012) is from Georgia State University. Prior to entering academia he also worked for the IRS as a program analyst for nearly 8 years.
