Spencer Brien will be continuing in the MPA program this Fall 2023 as full-time faculty. He researches public fiscal administration at the federal, state, and local levels. His recent work examines the impact of sustained fiscal stress on local government.  His research has been published in various journals including Public Administration Review, The American Review of Public Administration, Public Budgeting & Finance, Public Finance Review, and the Journal of Public Procurement. Prior to joining Evergreen, he served on the faculty at the Naval Postgraduate School (2015-2022) and at Arizona State University (2012-2015). His Ph.D. in Public Policy (2012) is from Georgia State University. Prior to entering academia he also worked for the IRS as a program analyst for nearly 8 years. Joining Evergreen is a homecoming for him – he grew up in Longview, WA. 

Spencer will be teaching in first year core and will be offering the following electives in 2023-2024:

  • Introduction to Economics for Public Managers (4 credits) Fall
  • Cost-Benefit Analysis (4 credits) Spring
