This is not a State of Delaware merit position.  It is a one-year contractual position with the opportunity to work long term.<\/em><\/p>\n

The Kent Conservation District (KCD), a governmental subdivision of the State of Delaware, is seeking applicants for the contractual services position of Environmental Specialist III with the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Watershed Stewardship \u2013 Shoreline and Waterway Management section.<\/p>\n

JOB SUMMARY<\/strong><\/p>\n

The Coastal Construction Regulatory Program\u2019s Environmental Specialist III will review and evaluate complex permit applications for compliance with coastal construction regulations, and then prepare permits for approval by supervisors. The selected candidate is expected to independently conduct field inspections for the purpose of compliance with permit requirements for permitted projects and enforcement of the provisions of the regulations.  When violations are found, the selected candidate will make recommendations for actions on violations of permits and coastal construction regulations.  The position will make recommendations and provide guidance for action related to permits or coastal construction regulations and communicate with the affected parties. <\/p>\n

Outreach materials such as documents, displays, and presentations related to the program will be prepared by this position.  The Environmental Specialist III will be responsible for providing technical assistance and recommendations to property owners, contractors, engineers, architects, and local governments regarding all phases of coastal construction activities, regulatory matters, dune and beach maintenance and related coastal hazards.  The position will be expected to represent the Division in meetings with federal, state, local agencies, and stakeholders and assist in developing draft coastal construction regulatory and enforcement policies and regulation revisions. <\/p>\n

This position also coordinates a volunteer stewardship program. This includes overseeing the program, organizing volunteers, and collecting data.<\/p>\n
