No applications will be accepted after the job closing date.<\/p>\n<p><strong><u>Job Description and Duties<\/u><\/strong><\/p>\n<p>Please note, the Water Boards do not participate in E-Verify.<\/p>\n<p>The State Water Resources Control Board\u2019s Division of Administration Services has an opening for a Staff Services Manager III in the Human Resources Branch located at 1001 I Street, 18th Floor, Sacramento, CA 95814.<\/p>\n<p>Under the direction of the Deputy Director, Division of Administrative Services, the Staff Services Manager III manages the Human Resources Branch for the State Water Resources Control Board and nine Regional Water Quality Control Boards (Water Boards) and is responsible for formulating and implementing comprehensive policies and procedures related to Human Resources.<\/p>\n<p><strong><u>Duties:&nbsp;<\/u><\/strong><\/p>\n<p>The Staff Services Manager III (SSM III) is responsible for directing the activities of the Human Resources Branch and is responsible for formulating and implementing comprehensive policies and procedures related to Human Resources; advising the Water Boards\u2019 executives and managers on personnel rules, policies, and procedures; representing the Water Boards before representatives of the CalHR, State Personnel Board, State Controller\u2019s Office, Public Employees Retirement System, State Compensation Insurance Fund, employee union groups, and other entities outside of the State government system on matters pertaining to human resources management and issues of the Water Boards; and administering the classification and compensation plan, labor relations, payroll and benefits, and the delegated examination, recruitment, and selection processes for the Water Boards.<\/p>\n<p><strong><u>Additional information:<\/u><\/strong><\/p>\n<p>Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and the ability to perform the assigned duties of the class.<\/p>\n<p>If the position requires driving, you must possess a current and valid driver\u2019s license. Code Regs., tit. 2, \u00a7 599.673) of a classification. For classes with alternate ranges, placement is based on education\/experience. Employees appointed to <u>the Attorney or Water Resource Control Engineer<\/u>classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved <a href=\"https:\/\/www.calhr.ca.gov\/wp-content\/uploads\/sites\/361\/2025\/09\/PS_Sec_05.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>Civil Service Pay Scales.<\/u><\/a><\/p>\n<p>In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee\u2019s monthly salary in exchange for leave credits.
