RCO will consider candidates that can successfully do this job from another location (in-state only) with occasional travel to Olympia for meetings and other functions.<br \/><br \/>The\u00a0<a href=\"http:\/\/www.rco.wa.gov\/\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"http:\/\/www.rco.wa.gov\/\">Recreation and Conservation Office (RCO)<\/a>\u00a0is a small state agency located in Olympia, Washington that plans for and provides funding to: create and maintain opportunities for recreation; protect the best of the state&#8217;s wild lands, farms, and forests; and recover salmon.<br \/><br \/>RCO strives to maintain a workplace that is respectful, inclusive and family-friendly where all team members feel safe to bring their true selves to work. \u00a0We believe in a culture where everyone continually improves and has the opportunity to lead.<br \/><br \/><strong>At RCO we envision:<\/strong><br \/>A state that has abundant outdoor recreation spaces, healthy habitats, and working farms and forests that support people, fish, and wildlife.<br \/><br \/><strong>What you will be doing:<\/strong><br \/>\n<p id=\"isPasted\">You will support the mission of the agency by providing project level support for various grant programs. \u00a0These programs provide statewide funding for conservation, restoration, salmon recovery and outdoor recreation projects. \u00a0As a Grant Manager, you will offer technical assistance to applicants seeking to implement these projects. Some key components of this position are managing a portfolio of grant applications and funded projects, conducting workshops for prospective and successful project sponsors, reviewing and interpreting policy materials, conducting and documenting site visits, addressing compliance issues, and providing staff support to the various boards and committees.<\/p>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>Duties<\/h2>\n<\/dt>\n<dd>\n<p id=\"isPasted\"><strong>Some of what you&#8217;ll enjoy doing includes:<\/strong><\/p>\n<ul type=\"disc\">\n<li>Consult with project sponsors and others to monitor compliance with program policies and various local, state, and federal laws<\/li>\n<li>Prepare and submit project applications, amendments, reports, and other items requested for federal grant programs<\/li>\n<li>Assist project applicants with preparing grant applications, reviewing grant applications to determine eligibility and competitiveness, and move to appropriate program, category, and statuses before applicable project review meetings or technical completion deadlines \u00a0<\/li>\n<li>Conduct pre-award, interim, final, and post-completion inspections to determine adherence to and compliance with program policies and the terms of the project agreement<\/li>\n<li>Assist project sponsors in resolving non-compliance issues as specified by state or federal law, Washington Administrative Code, and program polices<\/li>\n<li>Serve as a facilitator and\/ moderator for general meetings and project review\/evaluation meetings, when requested<\/li>\n<li>Review engineered plans and specifications for compliance with the approved project scope<\/li>\n<li>Provide technical review of project proposals to determine eligibility and assist prospective applicants with scoping and submittal of grant proposals<\/li>\n<li>Develop and monitor project agreements for funded proposals, and help ensure sponsors meet established milestones for project completion<\/li>\n<li>Develop recommendations for project change requests and prepare necessary documents.\u00a0<\/li>\n<li>Use the PRISM database to manage grant applications and funded projects and to document project progress by updating narratives, milestones, and other related data<\/li>\n<li>Process reimbursement requests by reviewing each request to ensure charges are eligible and conform to program, policy, and procedural regulations<\/li>\n<li>Assist with development and implementation of the section work plan to help ensure section meets annual goals and objectives<\/li>\n<li>Prepare for and conduct workshops as requested<\/li>\n<li>Review, analyze, and assist with development and implementation of changes\/updates to RCFB\/SRFB program policies, statutes, agency plans, GMAP \u2013 performance measures, Washington Administrative Code, special studies, program guidelines, and procedures related to various grant programs, etc. to help ensure goals and objectives are met<\/li>\n<li>Respond to requests for general information from the public, government agencies, and organizations<\/li>\n<li>Have knowledge of grant programs and serve as a resource for others requesting information about programs and program policies<\/li>\n<li>Serve as staff to the RCFB\/SRFB developing and presenting issues, recommendations, and related data to the board and members of the public<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>Qualifications<\/h2>\n<\/dt>\n<dd>\n<p><br \/><strong id=\"isPasted\">What you need to qualify:<\/strong><br \/>A valid driver&#8217;s license free from serious traffic violations<br \/><br \/><strong>AND<\/strong><br \/>A Bachelor\u2019s degree in public administration, parks and recreation management, landscape architecture, fish or wildlife management, watershed planning, geography, land use planning, biology, forestry, natural resource management, environmental studies or a related field. \u00a0<br \/><strong>AND<\/strong><br \/>Three years of experience in the property acquisitions, development or management of outdoor recreation sites, fish and wildlife habitat, conservation lands and resources or managing grants for the preservation or restoration of natural resources, salmon habitat or outdoor recreation, or related. \u00a0<br \/><br \/>**A Masters Degree in one of the above fields will substitute for one year experience.<br \/>**Experience may substitute for education.<br \/><br \/><\/p>\n<p id=\"isPasted\"><strong>PREFERRED:<\/strong><\/p>\n<ul type=\"disc\">\n<li id=\"isPasted\">Three or more years of professional experience in the acquisition, development, restoration, or management of recreation or conservation lands and resources.<\/li>\n<li>Have professional experience managing recreation, salmon recovery or conservation projects.<\/li>\n<li>Demonstrated ability of managing grant contracts.<\/li>\n<li>Ability to: review construction plans, and document completed work, evaluate and monitor project implementation, establish and maintain effective cooperative relationships with federal, state, and local government partners; arrive at sound recommendations for or against immediate financing of potential restoration or acquisition projects; write and speak effectively; travel frequently for short periods of time.<\/li>\n<li><strong>Compliance\u00a0<\/strong>\u2013 Collects information, organizes timelines, and documents subsequent assessment and resolution of project\/compliance issues. \u00a0Notify sponsors of established policies and initiate enforcement actions in a fair, objective, reasonable and respectful manner. \u00a0Monitor and evaluate public\/ political concerns that affect resolution of compliance and other issues. \u00a0Effectively persuade sponsors to voluntarily accept recommendations or advice for the purpose of bringing them into compliance with the terms of their agreement.\u00a0<\/li>\n<li><strong>Inspections<\/strong>\u00a0\u2013 Critically observe and inspect structures and environmental conditions to determine compliance with the terms of the project agreement. \u00a0Identify elements or factors that might contribute to noncompliance or indicate underlying or future problems.<\/li>\n<li><strong>Presentation \u2013<\/strong>\u00a0Prepare high quality materials and explain or present \/information in a clear, concise, logical manner that achieves understanding of the intended message. \u00a0Choose language that will persuade or influence the listener if that is the purpose of the presentation Understand the impact of body language and vocal tone, which can be used to persuade your audience one way or
