This position is located in our\u00a0<strong>Bellingham Field Office (BFO)<\/strong>\u00a0in\u00a0<a href=\"http:\/\/www.cob.org\/\">Bellingham, WA<\/a>.\u00a0Upon hire, you must live within a commutable distance from the duty station.<\/p>\n<p>In this position, you will play a crucial role in Water Resources Inventory Area (WRIA) 1 water right adjudications, which are complex, large-scale legal proceedings involving thousands of property and water right records. You will provide technical assistance to the public on the requirements for submitting court claims in this adjudication, conduct research and water right review, and handle the processing and permitting of water right applications. You will have field work opportunities, particularly during the summer months, and the opportunity to collaborate with a fantastic team of Water Resources staff.<\/p>\n<p><strong>Note:\u00a0<\/strong>This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 3. You will also be responsible for reviewing incoming court claim filings, conducting research, and providing findings for the court.<\/p>\n<p>\u00a0<\/p>\n<p><strong>What you will do:<\/strong><\/p>\n<ul>\n<li>Communicate with water right applicants, the public, local governments, Tribal agencies, and state and federal entities, providing technical recommendations and direction on water right statutes, regulations, and policies.<\/li>\n<li>Interact with the public to answer questions about adjudication, court claim filings, and water rights.<\/li>\n<li>Process water right applications, conduct pre-application consultations, and perform office and field investigations. Research and examine water right information and guide applicants through the process.<\/li>\n<li>Prepare written Reports of Examination which result in agency actions for decisions on water right applications and permits.<\/li>\n<li>Review incoming court claim filings and input information into Washington Adjudication Information System, ensuring completeness and accuracy.<\/li>\n<li>Develop and prepare technical materials, including maps, to support permit decision-making.\u00a0<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>Qualifications<\/h2>\n<\/dt>\n<dd>\n<p>\u00a0<\/p>\n<p id=\"isPasted\"><strong>This is an In-Training position.<\/strong>\u00a0The goal class for this position is\u00a0<strong>Environmental Specialist 3.<\/strong>\u00a0We will consider applicants who meet the requirements for the Environmental Specialist 2 (ES2) and Environmental Specialist 3 (ES3) levels. If the finalist meets the requirements for the ES2 level, they will be hired in at that level and placed into a training program to become an ES3 within a specified period of time.<\/p>\n<p><strong><u>Required Qualifications:<\/u><\/strong><\/p>\n<p>Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.
