These program wide issues are often complex and include unprecedented issues that have broad scope and significant impacts. This may include ad hoc research requests such as identifying recreational, commercial, and tribal funding levels, researching contract investments with specific entities, etc.\u00a0<\/li>\n<li>Recommend and implement consultative actions necessary to meet critical division, program, and agency goals and objectives, policies, and rules.\u00a0<\/li>\n<li>Provide consultative planning and detailed analysis to program staff in the development and monitoring of biennial and supplemental budget allotments for all fund sources including local and federal funds and associated match.<\/li>\n<\/ul>\n<p><strong>Biennial and Supplemental budget; Decision Packages; Fiscal Notes; Allotments\/Spending Plans.<\/strong><\/p>\n<ul>\n<li>Assist subject matter experts to develop accurate and timely allotments, cost estimates and fiscal notes.<\/li>\n<li>Write maintenance level decision packages after analyzing expenditure data.<\/li>\n<li>Assist subject matter experts with the development of policy level decision packages.<\/li>\n<\/ul>\n<p><strong>Working Conditions:<\/strong><\/p>\n<p><strong>Work setting:<\/strong>\u00a0Work is performed in an office setting. \u00a0A portion of the work can be done remotely through telework.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Schedule:<\/strong>\u00a0Monday \u2013 Friday, 40 hours per week, with flexibility around start and stop times. Analyst 4 (in-training) series provides mentoring and career development opportunities for candidates with limited experience.<\/p>\n<p>\u00a0<\/p>\n<p>Candidates will be hired as a Budget Analyst 3 or 4, dependent on skills and experience.<\/p>\n<p>\u00a0<\/p>\n<p>Upon satisfactory completion of the 12-month in-training plan, the selected candidate will automatically be promoted to a Budget Analyst 4.<\/p>\n<p>\u00a0<\/p>\n<p><strong>Required Qualifications for the Budget Analyst 3:<\/strong><\/p>\n<p>\u00a0<\/p>\n<p>A Bachelor\u2019s degree in business, public administration, applicant will possess some or all the following:<\/strong><\/p>\n<ul>\n<li>A Master\u2019s Degree in business, public administration, accounting, economics, or statistics.<\/li>\n<li>Fiscal Office or Contracts Office experience.<\/li>\n<li>Knowledge of Generally Accepted Accounting Principles (GAAP), the Office of Financial Management (OFM) regulations, and relevant federal regulations.<\/li>\n<li>Knowledge of budget and business management practices<\/li>\n<li>Knowledge of budgeting and accounting practices based on education and practical experience.<\/li>\n<li>Knowledge of developing and managing a wide range of contracts\/grant types, including federal, private\/local, and interagency agreements.<\/li>\n<li>Knowledge of how indirect rate management and match requirements are applied to a wide range of contract types.<\/li>\n<li>Knowledge of the contracting processes and reporting requirements for other governmental agencies, including the U.S. Fish and Wildlife Service, National Oceanic and Atmospheric Administration (NOAA), Washington state Recreation and Conservation Office (RCO), Department of Ecology, and Bureau of Reclamation.<\/li>\n<li>Knowledge of state financial systems including AFRS, ABS, TALS, SPS, BDS, CBS, Enterprise Reporting (Fastrack), and Web Intelligence (AdHoc).<\/li>\n<li>Skill in creating spreadsheets, importing data from other sources, and creating tables and graphs from spreadsheet data.<\/li>\n<li>Ability to conduct sound and detailed analyses from both a programmatic and a fiscal perspective.<\/li>\n<li>Ability to be punctual with regular work performance and to use leave appropriately.<\/li>\n<li>Ability to exhibit integrity and honesty and to maintain confidentiality.<\/li>\n<li>Uses skills and abilities to complete complex tasks, including deciding which processes to use.<\/li>\n<li>Ability to consistently follow applicable budget guidelines, WDFW
