Your primary responsibilities will involve coordinating meetings between agency managers and Tribal representatives, facilitating the exchange of vital information, and addressing matters of significance to the Tribes in the context of RCO&#8217;s recreation, conservation, outdoor education, and salmon recovery initiatives. You will act as a central point of contact for both internal and external stakeholders on Tribal and cultural resource issues, actively engaging in the development of agency policies, agreements, and program implementations that impact treaty rights and Tribal sovereignty. Furthermore, you will organize meetings with Tribes, assist and manage consultations, and assist in resolving issues concerning treaty rights. Your efforts will shape the agency&#8217;s approach to communication and collaboration with Tribal governments, fostering a culture that respects and recognizes the sovereignty, values, cultures, and indigenous rights of Washington state Tribes. Your role will be integral to the overall success of our agency&#8217;s mission and objectives.\u00a0\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>\u00a0<\/h2>\n<h2>Duties<\/h2>\n<\/dt>\n<dd>\n<p><strong>The Work You Will Enjoy Doing Includes<\/strong>:<\/p>\n<ul>\n<li>Coordinating agency response to treaty rights, Tribal jurisdiction, and resource management.<\/li>\n<li>Analyzing and recommending strategies for effective Tribal relationships.<\/li>\n<li>Facilitating agency&#8217;s efforts in building and maintaining relationships with Tribal governments.<\/li>\n<li>Supporting compliance with Centennial Accord, Millennium Agreement, federal treaties, and state laws.<\/li>\n<li>Developing government-to-government policies in collaboration with Tribes.<\/li>\n<li>Prioritizing issue resolution between RCO and Tribal governments.<\/li>\n<li>Initiating periodic meetings to share information with Tribal governments.<\/li>\n<li>Maintaining organized Tribal directories and government-to-government consultations.<\/li>\n<li>Implementing Governor&#8217;s policies related to Tribes, per Centennial Accord and Millennium Agreement.<\/li>\n<li>Providing guidance and support to agency staff interacting with Tribes.<\/li>\n<li>Attending meetings organized by Tribal governments, and Tribal liaison meetings organized by the Governor&#8217;s Office of Indian Affairs.<\/li>\n<li><em>Other duties as needed.<\/em><\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>\u00a0<\/h2>\n<h2>Qualifications<\/h2>\n<\/dt>\n<dd>\n<p><strong>Required qualifications:<\/strong><br \/><em>To be eligible for this role, a candidate must possess one (1) of the following education and\/or experience options:<\/em><br \/><br \/><strong>[OPTION 1]<\/strong>:\u00a0<\/p>\n<ul>\n<li>Bachelor&#8217;s degree in American Indian studies, political science, public administration, anthropology, or related field; AND\u00a0<\/li>\n<li>Two (2) years of experience in Tribal policy and environmental and\/or natural resource management.<\/li>\n<\/ul>\n<strong>[OPTION 2]:\u00a0<\/strong>\n<ul>\n<li>Associate degree in American Indian studies, political science, public administration, anthropology, or related field;<strong>\u00a0<\/strong>AND\u00a0<\/li>\n<li>Four (4) years of experience in Tribal policy and environmental and\/or natural and cultural resource management.<\/li>\n<\/ul>\n<strong>[OPTION 3]:\u00a0<\/strong>\n<ul>\n<li>Six (6) years of working experience with Tribal policy and environmental and\/or natural and cultural resource management.<\/li>\n<\/ul>\n<strong><em>In addition to fulfilling a required\u00a0education and\/or experience option above, an eligible candidate must possess the following:<\/em><\/strong><br \/><br \/>\n<ul>\n<li>Ability to build relationships and partner collaboratively and continuously with Tribes, RCO staff, and agency partners.<\/li>\n<li>Deep understanding of Tribal treaties, federal and state policy and history of Tribal relations, Tribal government structures and natural resource issues. Familiarity with American Indian Law, and other federal and state laws and regulations related to Tribal governments in the United States.<\/li>\n<li>Familiarity with federal and state endangered species laws as they relate to salmon in Washington state.<\/li>\n<li>Excellent written and verbal communication skills, and the ability to actively listen. Ability to distill complex issues and convey a compelling story in a clear, concise manner in individual, group, and conference settings.<\/li>\n<li>Ability to interact positively and communicate effectively with elected Tribal officials, legislative bodies, and members and staff of Tribal communities.<em>\u00a0<\/em><\/li>\n<\/ul>\n\u00a0<br \/><strong>What We Desire:<\/strong>\n<ul>\n<li>RCO is interested in receiving applications from enrolled members of Tribes located within Washington State boundaries.<\/li>\n<li>Bachelor&#8217;s degree in natural resource management, law, public administration, management, or comparable area of study related to the responsibilities of the position.<\/li>\n<li>At least five (5) years of experience working collaboratively with sovereign Tribal nations or within Tribal governments. This experience includes policy development, developing and implementing programs and\/or serving as a strategic advisor or liaison. Experience may have been gained by working in Tribal communities or in a program with extensive engagement with Tribal governments.<\/li>\n<li>Ability to consult and advise executive management on Tribal related policies and programs. Capability to solve problems through creative and innovative leadership through community engagement and the desire to authentically collaborate with diverse stakeholder groups.<\/li>\n<li>Skilled in problem solving, analysis, evaluation, and resolution. Ability to organize and prioritize tasks to meet objectives as they relate to position duties.<\/li>\n<li>Familiarity with state salmon recovery efforts, grants processes and\/or grants management.<\/li>\n<\/ul>\n<br \/><strong>Conditions of Employment:<\/strong>\n<ul>\n<li>A valid driver\u2019s license.<\/li>\n<li>In state, out of state and international travel may be required.<\/li>\n<li>Must be able to flex work hours to meet business needs.<\/li>\n<\/ul>\n<br \/><strong>Things to Consider Before Applying:<\/strong>\n<ul>\n<li>You must be willing and able to occasionally work in excess of 40 hours per week and travel frequently for short periods that often include overnight stays.
