Image is taken from the water. \" \/><\/div>\n<p style=\"text-align: center\"><em>Seastack Sunrise \u2013 Photo Credit: Joey Wishart<\/em><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Our Fish Program Contracts &amp; Federal Grants Analyst,\u00a0<\/em><\/strong><\/p>\n<p><strong>Provides budget analysis services and assistance to program staff on federal grants and local contracts for the Fish program:\u00a0<\/strong><\/p>\n<ul>\n<li>Assist project managers with all aspects of federal grant management, including submitting grant applications, developing spending plans, entering the contract information into Novatus contract management system for review and approval, submit indirect waivers, monitoring expenditures, submit memorandum requests, facilitate contract amendments, and ensure performance and final reports are submitted on time.\u00a0<\/li>\n<li>Interact with sponsor agencies, coordinate activities, and clarify information on the grant at various stages, including pre-award and post-award (application, revisions, reminding us to complete and submit reports, and extending deadlines).<\/li>\n<li>Communicate regularly with the Contracts Office and various contract officers, with the Fiscal Office Accounts Receivable staff.<\/li>\n<li>Track federal annual allotments for Fish Program federal grants that have fluctuating revenue\/funding calculations, such as Dingle Johnson Act, Mitchell Act, and Pacific Salmon Treaty.\u00a0<\/li>\n<\/ul>\n<p><strong>Supervises, mentors, and trains the Budget Analyst 3 to provide budget and contract support for Fish Program project managers and budget analysts:\u00a0<\/strong><\/p>\n<ul>\n<li>Set goals and objectives for the workload of the Fish Support Desk, develop strategies to implement, and develop performance measures and standards for the purpose of ensuring individual and program performance objectives are met.\u00a0<\/li>\n<li>Develop the Performance Development Plan (PDP); update position description as required; monitor and document employee performance; provide on-going feedback regarding levels of performance and conduct timely and meaningful employee performance evaluation.\u00a0<\/li>\n<li>Assist Fiscal Office Accounts Receivable staff with balancing the close of grants and ensure billings do not cause over expenditures. Identify other fund sources for expenditure transfers.\u00a0<\/li>\n<\/ul>\n<p><strong>Provides consultative planning and detailed analysis to program staff in the development and monitoring of annual and biennial budget allotments of federal funds and associated match:<\/strong><\/p>\n<ul>\n<li>Review spending plans and allotment adjustments to ensure compliance with contract scope of work and tasks.<\/li>\n<li>Monitor contract end dates and spending to recommend amendments prior to a contract expiring.<\/li>\n<\/ul>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<ul>\n<li><strong>Work Setting, including hazards: \u00a0 \u00a0<\/strong>\n<ol>\n<li>Assigned duty station is in Olympia, Washington, with an option of working a portion of the week remotely. \u00a0<\/li>\n<li>Work is
