This position is located in our\u00a0<strong>Headquarters Office<\/strong>\u00a0in<strong>\u00a0<\/strong><a href=\"http:\/\/www.ci.lacey.wa.us\/\">Lacey, WA.<\/a>\u00a0Upon hire, you must live within a commutable distance from the duty station.<br \/>\u00a0<br \/>As Project Manager, you will oversee and direct complex Climate Pollution Reduction Program (CPRP) medium to large-scale software development IT projects. You\u2019ll organize your project teams, develop project plans, budgets, schedules, and lead the execution of these plans. The complexity of this work involves detailed planning, execution, and responding to evolving IT technology and best practices. \u00a0As a frontrunner in the Climate Pollution Reduction field, you will need flexibility with new and changing business requirements and understanding their effect on IT system requirements.<br \/>\u00a0<br \/><strong>If you possess excellent communication skills, the ability to quickly assess a situation when making a decision, and a strong willingness to collaborate across project teams, then this position is for you!<\/strong><br \/>\u00a0<br \/>The principal department strategic priorities and goals that relate to the Climate Pollution Reduction Program (CPRP) include: reduce and prepare for climate impacts; prevent and reduce toxic threats; and deliver efficient and effective services. The CPRP\u2019s mission is to implement policies and programs to reduce carbon emissions in the state of Washington so that the state meets its statutory greenhouse gas emission limits. In this role, you will be involved in the project management and development of highly visible application development projects used by myriad internal and external users, such as Ecology staff, or staff from large industrial sources, who rely on these applications to report environmental data. You\u2019ll lead interdisciplinary teams of software engineers and environmental scientists to deliver customized software solutions so that CPRP scientists and managers can make informed decisions to protect human health and the environment.<br \/>\u00a0<br \/><strong>What you will do:<\/strong><br \/>\n<ul>\n<li>Develop IT project plans and charters, set and manage project schedule, manage product backlog, develop and implement communication strategy and plan, and other project management artifacts to ensure business needs are met.<\/li>\n<li>Works closely with the IT business analyst to document requirements and coordinate user acceptance test sessions<\/li>\n<li>Coordinate the work of project team members and manage project team through regularly scheduled meetings.<\/li>\n<li>Participate in the development of the business case, cost\/benefit analysis and feasibility of proposed CPRP IT software development projects.<\/li>\n<li>Develop, monitor and maintain constructive working relationships with affected and interested parties to ensure project progress.<\/li>\n<li>Prepare briefing papers and give presentations to program leadership on project status.<\/li>\n<li>Facilitate requirements gathering meetings and workshops across multiple sections in the CPRP. \u00a0Know the questions to ask, define problems, determine needs, and solve problems to facilitate collection of business requirements to ensure end-user requirements are met. \u00a0<\/li>\n<li>Consult with managers, staff and external partners to analyze technology needs and problems; analyze and resolve highly complex problems involving system integration issues so that CPRP information systems integrate with other Ecology information systems.<\/li>\n<li>Develop and gather project metrics such as actual project performance to schedule, budget and functionality.<\/li>\n<li>Maintain the project schedule and report against actual versus baseline and maintain project costs.<\/li>\n<li>Participate in contracted, interstate or international software development projects as an Ecology IT liaison with other Ecology business subject matter experts.\u00a0<\/li>\n<\/ul>\n<br \/>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>Qualifications<\/h2>\n<\/dt>\n<dd>\n<p><strong><u>Required Qualifications:<\/u><\/strong><br \/>Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.
