The Washington Department of Natural Resources (DNR) is looking for a full-time, permanent Environmental Planner 3 with a positive public service mindset who is excited about balancing habitat protection with public use and access on State-owned aquatic lands. Our team in Aquatics manages 2.6 million acres of state-owned aquatic lands and this position is essential to meet the goals and responsibilities of the Mooring Buoy Program and Habitat Stewardship Program.\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>Duties<\/h2>\n<\/dt>\n<dd>\n<p><strong>Responsibilities:<\/strong><br \/>This position manages the Recreational Mooring Buoy Program and provides support to the Habitat Stewardship Program. Typical duties include:<\/p>\n<ul>\n<li>Manage the day-to-day operations of the Mooring Buoy Program including directing functions and duties of technical staff for licensing of mooring buoy, boatlift, and swim float authorizations.<\/li>\n<li>Maintain stakeholder relationships and regularly communicate with Tribal staff, local, state, and federal governments and contractors.<\/li>\n<li>Manage six DNR-managed Mooring Buoy Fields in Thurston, Pierce, and King County and support future compliance and planning efforts on State-owned aquatic lands.<\/li>\n<li>Provide Habitat Stewardship Program support through planning, development, and implementation of best management practices and habitat stewardship for ESA-listed species and other species of concern.<\/li>\n<li>Provide support to Habitat Stewardship Program Unit Supervisor.<\/li>\n<li>Develop publications for external consumption.<\/li>\n<li>Participate and represent the Aquatic Resources Division in public forums and communicate the division\u2019s mission, goals, and standards to various stakeholders.<\/li>\n<li>Supervise and direct the work of a full-time Property and Acquisition Specialist 1 (Land Manager 1).<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>\n<h2>Qualifications<\/h2>\n<\/dt>\n<dd>\n<p><strong>Required Qualifications:\u00a0<\/strong><\/p>\n<ul>\n<li>A Bachelor\u2019s degree with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.<br \/>AND Two years of professional experience in land use, environmental or natural resources planning, or program development.<br \/>OR an equivalent combination of education and\/or experience.<\/li>\n<li>Knowledge of principles, practices, and methods of environmental planning and natural resource management.<\/li>\n<li>Ability to provide technical writing that is clear, concise, precise, and accurate.<\/li>\n<li>Proficient in Microsoft Office and GIS software.<\/li>\n<li>Experience with independently interpreting and applying policy in the development of environmental resource plans and habitat stewardship in aquatic environments.<\/li>\n<li>Demonstrated commitment to fostering and supporting an environment that honors diversity, equity and inclusion, and environmental justice practices.<\/li>\n<li>Perform assigned duties in a manner consistent with applicable laws, and regulations, and public records retention and requests are followed.<\/li>\n<li>Ability to collaborate on internal and external issues in an active, respectful, cooperative, and professional manner.<\/li>\n<li>DNR Core Competencies:\n<ul>\n<li>Personal Accountability<\/li>\n<li>Value Others<\/li>\n<li>Compassionate Communication<\/li>\n<li>Inspire Others<\/li>\n<li>Commitment to Excellence<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<strong>Special Requirements and Conditions of Employment:<\/strong>\n<ul>\n<li>95% office setting with the option to work remotely. 5% field work.<\/li>\n<li>Travel will occur in state-issued vehicles with overnight travel infrequent but likely.
