In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world&#8217;s longest floating bridge, and recently completed the world&#8217;s widest tunneling project.\u00a0\u00a0<br \/><strong>\u00a0<\/strong><br \/><strong>The Opportunity<\/strong><br \/>WSDOT is currently seeking an experienced environmental professional looking to advance their career into a leadership role to fill the Environmental Senior Lead vacancy located in Vancouver, WA.\u00a0The Southwest Region (SWR) Environmental Office helps meet the agency\u2019s mission and Environmental Policy by incorporating environmental protection and improvements into the Region\u2019s transportation projects. This position is the Environmental Senior Lead for Design Documentation, Permitting, and Construction Compliance and is expected to supervise, coordinate, and manage advanced, complex tasks for region projects. The successful candidate appointed to this position will oversee the implementation and compliance with environmental policies, procedures, and regulations for planning, design, construction, and maintenance. This position works effectively and collaboratively with various federal, state, and local regulatory agencies, tribal government, stakeholders, and the public to resolve complex environmental issues. This position is critical in fostering a respectful and healthy work environment with a focus on diversity, equity, and inclusion.\u00a0<br \/><br \/><strong>What to Expect<\/strong><br \/>Among the varied range of responsibilities held within this role, the\u00a0Environmental Senior Lead will:<\/p>\n<ul>\n<li>Assist the Environmental Manager in providing leadership to the Environmental Office, the SWR, and the agency in developing strategic solutions for the challenges posed by implementing the strategic plan within the context of providing mobility and environmental protection.<\/li>\n<li>Work with Region Environmental Manager in applying broad policy and standards of environmental review to project delivery.<\/li>\n<li>Manage the environmental review process to ensure it is conducted in a manner such that environmental impacts are considered throughout project definition and development.<\/li>\n<li>Ensure that environmental documentation completed in compliance with National and State Environmental Policy Acts (NEPA\/SEPA) is technically accurate and legally defensible.<\/li>\n<li>Provide technical expertise, guidance, and policy direction to lower-level staff; manage consultants who prepare environmental discipline reports and perform related work.<\/li>\n<li>Manage a team of 4 skilled professional staff that support scoping, design, construction, and post-construction efforts to meet complex regulatory requirements.\u00a0<\/li>\n<li>Ensure environmental permits are obtained in a timely fashion.<\/li>\n<li>Review environmental technical documents and permit applications for accuracy and compliance with regulations, procedures, and policy.<\/li>\n<\/ul>\n<strong>\u00a0<\/strong><br \/><strong>Qualifications<\/strong><br \/>To be considered for this opportunity, the following are\u00a0<u>required<\/u>:<br \/>\n<ul>\n<li>Bachelor\u2019s degree in Environmental Studies, Natural Sciences, Planning, Engineering, or related Business Administration fields\u00a0<strong><u>AND<\/u><\/strong>\u00a0five (5) years professional experience involving analysis and evaluation of transportation related issues and\/or analysis of environmental issues and problems that involve \u00a0transportation issues (a master\u2019s degree in one of the above fields will substitute for one year of required experience);\u00a0<strong><u>OR<\/u><\/strong>\u00a0one (1) year as a\u00a0<a href=\"https:\/\/ofm.wa.gov\/state-human-resources\/compensation-job-classes\/ClassifiedJobListing\/Specifications\/379\" target=\"_blank\" rel=\"noopener\">Transportation Planning Specialist 4<\/a>,\u00a0<a href=\"https:\/\/ofm.wa.gov\/state-human-resources\/compensation-job-classes\/ClassifiedJobListing\/Specifications\/418\" target=\"_blank\" rel=\"noopener\">Transportation Engineer 4<\/a>, Landscape Architect 1, or equivalent classification in city or county agencies.<\/li>\n<li>Two (2) years of demonstrated and progressively responsible supervisory and managerial experience.<\/li>\n<li>Knowledge of Federal, Tribal, State, and local environmental laws and regulations.<\/li>\n<li>Thorough understanding of environmental issues and impacts related to highway design, construction, and maintenance.<\/li>\n<li>Knowledge and understanding of State and National Environmental Policy Acts review and compliance requirements.<\/li>\n<li>Experience speaking in a public forum and experience presenting technical information to a wide range of audiences in writing, on the phone, in virtual meetings and in person.<\/li>\n<li>Experience utilizing interpersonal skills to build business relationships and instructing others on technical subject matters.<\/li>\n<li>Experience learning and adapting to new rules and regulations in the environmental field.<\/li>\n<li>A valid driver&#8217;s license.<\/li>\n<\/ul>\n\u00a0<br \/>It is\u00a0<u>preferred<\/u>\u00a0that qualified candidates also have:<br \/>\n<ul>\n<li>Experience interfacing with external entities, developing, building, and maintaining positive and effective interagency relationships and partnerships with all federal, state, and local regulatory agencies, tribal governments, stakeholders, and the public.<\/li>\n<li>Experience and\/or ability to coordinate and direct emergency responses and follow up.<\/li>\n<li>Certified Erosion and Sediment Control Lead Certification.<strong><br \/>\u00a0\u00a0<\/strong><\/li>\n<\/ul>\n<strong>Important Notes\u00a0<\/strong><br \/>\n<ul>\n<li>In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
