WMS2.<\/strong>\n<p>\u00a0<\/p>\n<\/dd>\n<dt><strong>Duties<\/strong><\/dt>\n<dd>\n<p><strong>Responsibilities:<\/strong><br \/>The Lead Economist\u2019s responsibilities include the development of all agency economic analyses and studies (the DNR Revenue Forecast, the statewide Timber Harvest Report, the Washington Mill Survey, and other ad hoc analyses), and leading the Economics team to ensure it meets the highest of professional standards. This includes preparing information critical to the development of the DNR operating budget, which includes overseeing the development and communication of detailed, confidential, and proprietary economic analysis and revenue information. Revenue forecasts are used by DNR, OFM, and the Legislature to set budgets not only for DNR but for other state agencies and trust beneficiaries. Over-estimates could result in agencies needing to abruptly reduce expenditures, fire employees, and reduce expected deliverables and services; if underestimated, opportunities are missed to fund critical state government functions. In the long term, good decisions lead to better trust management and increased value to the beneficiaries.<br \/><br \/>This position also performs research and monitoring of economic conditions related to the timber\/forest products, lumber\/wood products, and U.S. housing sectors; U.S. and world macroeconomic conditions; relevant China and Canada economic trends and indicators; and other regions, commodities, and economic sectors relating to DNR revenue production (e.g., Washington economy, geoduck, vineyards, wheat, foreign trade).<\/p>\n<p>\u00a0<\/p>\n<\/dd>\n<dt><strong>Qualifications<\/strong><\/dt>\n<dd>\n<p><strong>Required Qualifications:<\/strong><\/p>\n<ul>\n<li>BA or advanced in Economics, Natural Resource Management, or closely related field.<\/li>\n<li>Knowledge of natural resource economics, econometrics, and forest economics.<\/li>\n<li>Ability to locate, research, track, and forecast relevant economic data and market trends that impact DNR\u2019s businesses.<\/li>\n<li>Ability to make educated decisions based on professional judgment about current and emerging economic trends.<\/li>\n<li>Exceptional communication skills, both speaking and writing.<\/li>\n<li>Ability to communicate highly technical concepts and information to decision-makers.<\/li>\n<li>Strong team and relationship-building skills to work with various divisions and external parties to create accurate forecasts.<\/li>\n<li>Very strong quantitative skills, including data analysis in R, Julia, or Python,<\/li>\n<li>DNR Core Competencies:\n<ul>\n<li>Personal Accountability<\/li>\n<li>Value Others<\/li>\n<li>Compassionate Communication<\/li>\n<li>Inspire Others<\/li>\n<li>Commitment to Excellence<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<strong>Special Requirements and Conditions of Employment:<\/strong>\n<ul>\n<li>Work primarily takes place in an office setting. The Lead Economist works directly for the Chief Financial Officer. As such, work is expected to be completed quickly with high accuracy. The Lead Economist is required to answer both internal and external economic questions. They also represent the agency on matters pertaining to economic performance and decision-making.<\/li>\n<li>There are no travel requirements, although there may be opportunities to travel to regional offices to take stock of current practices and trends relating to DNR\u2019s revenues, or to professional conferences.
