The Department of Natural Resources (DNR) has an exciting opportunity within our Engineering Division Rights-of-Way Section. Come help us manage state upland rights-of-way throughout the state, helping regions negotiate complex agreements and solve complex property rights challenges.
We are looking for a critical thinker with proficient soft skills who is flexible in decision-making. The ideal candidate is able to work with internal and external issues in an active, respectful, and professional manner. The Rights-of-Way Program Manager plays a key role in maintaining an inclusive and respectful work environment while working with internal employees, individual citizens, private industry, government agencies, and stakeholders to ensure trust lands are protected, access is acquired, and problems are resolved through the process of granting and acquiring easements, road use permits, land use licenses, and management agreements. This position will oversee a team of three to four staff to assist with the workload, but the Program Manager will be ultimately responsible for assigning and managing workloads and overseeing work product. This is a position where asking why is a positive, and solving puzzles, (including some that have existed prior to statehood) are waiting to be addressed. Responsibilities:<\/strong>
This position is responsible for administering the Rights-of-way Granting and Acquisition Programs within the Rights-of-Way Section of the Engineering Division. This includes: serving as the agency rights-of-way expert; supervising four division staff; providing consultation services to other agency programs; working with other agency experts to resolve problems related to rights-of-way granting and acquisition, including the Attorney General\u2019s Office, the Survey Section, the Product and Sales Division, the Chief Appraiser and the Title and Records Office; consulting on and reviewing region projects; providing training and mentoring; representing the program on agency committees; and identifying and resolving statewide rights-of-way issues.<\/p>\n<\/dd>\n- Qualifications<\/strong><\/dt>\n

Required Qualifications:<\/strong><\/p>\n

- Bachelor\u2019s degree in a field relevant to the position, including real estate, arboriculture, forestry, urban forestry, rights-of-way, legal studies, or project management
AND 4 years of professional experience working in forestry, rights-of-way, forest roads engineering, real property law, real estate, or environmental law
AND 2 years of experience managing professional staff, OR 3 years leading teams or projects involving professional staff.
Experience may be gained concurrently.

- Advanced degree or certification in real property law, environmental law, engineering, forestry, rights-of-way, or other relevant field. \u00a0<\/li>\n
