Within the organizational chart, this position is a member of the Internal Operations Division, reports to the Chief Financial Officer, and supervises two full-time Contracts Coordinators<br \/><br \/>In this role, you will serve as the agency expert for contracts, procurements, and federal compliance. You will also develop and implement agency policies, procedures, and employee trainings related to those subjects.\u00a0<br \/><br \/><strong>Work Location<br \/><\/strong>The Partnership offers a modern hybrid work environment, which includes both remote and office settings in Olympia and Tacoma. Although it\u2019s not an official duty station of the Partnership, the agency currently utilizes a co-work space at a location in Seattle as a drop-in work environment option for staff.<br \/>\u00a0<br \/>All staff are required to report for in-person work in group settings or for in-person work at an office building at least once a week or for a specific number of hours monthly, including this position. You may be required to work more frequently in an office setting than others if you\u2019re unable to effectively conduct work remotely or as business needs arise. You will be expected to report to the Olympia office on your first day of employment for onboarding.<br \/>\u00a0<br \/>Travel throughout the Puget Sound area occasionally will likely be necessary and you may not be eligible for mileage reimbursement depending on where you reside and the destination of the meeting. Use of the vehicle and a gasoline card for fueling is at no cost to the employee.<br \/><br \/><strong>Salary<br \/><\/strong>The annual salary range of compensation for this position is between $86,000 &#8211; $106,000 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range to allow for growth and development movement. contracting and procurement activities of the agency.<\/li>\n<li>Provide contract and procurement training to agency staff.<\/li>\n<li>Post and manage all RFP\/QQ within the Washington Electronic Bids System (WEBS) system and through the entire procurement process to awarding and establishing the contract.\u00a0<\/li>\n<li>Post and manage all Sole Source justification within the Sole Source Contract Database (SSCD) System through the entire process and establishing contract if approved.<\/li>\n<li>Provide consultation to agency staff on developing performance-based statements of work.<\/li>\n<li>Negotiate and resolve requests to modify standard terms and conditions of agency contracts.<\/li>\n<li>Consult with Assistant Attorney General (AAG) and Department of Enterprise Services (DES) on contracting and procurement issues.<\/li>\n<li>Review contract budgets for compliance with state and federal requirements.<\/li>\n<li>Conduct close out reviews of all contracts to ensure that contract deliverables have been provided and updates have been completed.<\/li>\n<li>Update all contract templates for IAA, PSC, Grant, and OAA contracts for federal requirements to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200).<\/li>\n<\/ul>\n<em>\u00a0<\/em><br \/><em>Federal Compliance:<\/em><br \/>\n<ul>\n<li>Federal Assistance Agreements:\n<ol>\n<li>Provide expert-level advice to agency staff on compliance with federal assistance agreement terms, conditions, and administrative requirements.<\/li>\n<li>Develop and maintain policies, procedures, and standard documents that ensures compliance with federal audit requirements.<\/li>\n<li>Identify and monitor compliance with
