Engage and facilitate cross-program and program-wide communications, providing consistency in delivery of services as a member of the Habitat Program Senior Management Team.<\/p>\n<p><strong><em>Picture yourself,\u00a0<\/em><\/strong><\/p>\n<p>As the Habitat Program policy lead, representing program policy to the public for the protection of fish and wildlife habitat while providing field-level and public perspective to the Habitat Program for guidance in the implementation of policy and procedures. \u00a0<\/p>\n<p><strong><em>In this dynamic opportunity,\u00a0<\/em><\/strong><\/p>\n<p>You will make decisions that influence the protection and conservation of fish and wildlife habitat of the state, in partnership with resource-based industries (e.g., the timber and fish industries), tourism, agriculture, and population growth within the affected areas of the state.<\/p>\n<p><strong><em>Manages work and delivery of services in key program areas,<\/em><\/strong>\u00a0<\/p>\n<p>Including Forest Habitats, Aquatic Systems, Priority Habitat and Species, Growth and Shoreline Management, Regulatory Services, Renewable Energy, Salmon Recovery, Watershed Management, and program administration.<\/p>\n<p><strong><em>Builds a culture of collaboration and teamwork,\u00a0<\/em><\/strong><\/p>\n<p>On the regional team by holding self and others accountable to behaving consistent with the agency ASPIRE values: accountability, service, professionalism, integrity, respect, and empathy.<\/p>\n<p><strong><em>Some of what you will do as our Regional Habitat Program Manager,\u00a0<\/em><\/strong><\/p>\n<ul>\n<li><strong>Plan, lead, organize and manage<\/strong>\u00a0the work performed by the regional habitat unit.\u00a0<\/li>\n<li><strong>Assure appropriate and optimum<\/strong>\u00a0<strong>use<\/strong>\u00a0of the unit\u2019s resources and enhance the effectiveness of employees through timely appraisals and professional development opportunities.<\/li>\n<li><strong>Plan for and actively manage the budget allocated<\/strong>\u00a0to the Region, including timely assessment of changes that will affect the regional budget; ensuring follow-through on regional contract, grant, proviso, or other budget commitments; and proactively identifying options to avoid over- and under-spending.<\/li>\n<li><strong>Maintain professional development<\/strong>\u00a0opportunities.<\/li>\n<li><strong>Support effective communications<\/strong>\u00a0throughout the agency.<\/li>\n<li><strong>Maintain the highest standards<\/strong>\u00a0of personal\/professional and ethical conduct and support the State\u2019s goals for a diverse workforce.<\/li>\n<li><strong>Develop and administer regional budgets<\/strong>\u00a0and work plans derived from the agency strategic plan.<\/li>\n<li><strong>Serve as the initial point of contact<\/strong>\u00a0for other agencies in the region and organize periodic coordination meetings as required by various agreements.<\/li>\n<li><strong>Coordinate with other governmental agencies<\/strong>\u00a0and landowners to influence their land use planning decisions for the protection of fish and wildlife.<\/li>\n<li><strong>Oversee issuance of Hydraulic Project Approvals<\/strong>\u00a0in the region and review and seek resolution of agency field staff decisions.\u00a0<\/li>\n<li><strong>Serve as a vital communication hub<\/strong>\u00a0among the supervised staff, the various Habitat Divisions, the six regions and programs within DFW.<\/li>\n<\/ul>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<ul>\n<li><strong>Work Setting, including hazards: \u00a0 \u00a0<\/strong>\n<ol>\n<li>75% of time at meetings conducting general management and coordination activities or in the office reviewing or creating documents, writing memos, responding to emails, and answering phone inquiries. \u00a0<\/li>\n<li>Some telework options may be available.\u00a0<\/li>\n<li>25% in the field occasionally in rough weather conditions, traveling throughout the region or participating in evening meetings.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Schedule: \u00a0\u00a0<\/strong>\n<ol>\n<li>Monday \u2013 Friday \u2013 8:00 a.m. \u2013 5:00 p.m.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Travel Requirements: \u00a0\u00a0<\/strong>\n<ol>\n<li>Periods of overnight travel may be required, and work hours may exceed the standard needed.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<p><strong>REQUIRED QUALIFICATIONS:\u00a0<\/strong><\/p>\n<p>Closely related qualifying experience may be substituted for the required education on a year-by-year basis.<\/p>\n<div>Bachelor\u2019s Degree in a natural resource science or related field.\u00a0<\/div>\n<p><strong>Skills and abilities in the following:\u00a0<\/strong><\/p>\n<ul>\n<li>Proven ability to lead a team, manage programs, policies, and procedures.<\/li>\n<li>Demonstrated effective negotiation skills.<\/li>\n<li>Ability to excel as a member of a management team.<\/li>\n<li>Proven ability to clearly communicate with management, regulatory bodies, and employees.<\/li>\n<\/ul>\n<p><strong>PREFERRED QUALIFICATIONS:<\/strong><\/p>\n<div>Five (5) years of experience supervising professional staff.<\/div>\n<p><strong>Knowledge in the following:\u00a0<\/strong><\/p>\n<ul>\n<li>Principles of marine, fresh water, and terrestrial ecology and natural resource management.\u00a0<\/li>\n<li>Principles of stream dynamics and aquatic resource needs and impact analysis from development.\u00a0<\/li>\n<li>Biology and life history of fish and wildlife species in Washington State.\u00a0<\/li>\n<li>Demonstrated ability to manage sensitive species habitat needs and impact assessment.<\/li>\n<li>State and federal statutes and administrative rules.\u00a0<\/li>\n<li>Growth Management Act and its implementation in relation to protection of fish and wildlife resources.<\/li>\n<\/ul>\n<p><strong>Skills and abilities in the following:\u00a0<\/strong><\/p>\n<ul>\n<li>Proficiently utilize agency contract management system, budget allotment systems, and
