technical guidance, recommend new work areas, provide strategic direction, and manage accountability for project delivery!<\/p>\n<p><strong><em>Bring your knowledge and innovation to this role,\u00a0<\/em><\/strong><\/p>\n<p>Lead the team as it grows to meet diverse statewide needs of technical guidance development and updates, technical assistance, and innovative design.\u00a0<\/p>\n<p><strong><em>In this dynamic opportunity,\u00a0<\/em><\/strong><\/p>\n<p>You will provide strategic guidance and recommendations to the needed involvement of engineering services for agency actions and policy discussions.<\/p>\n<p><strong><em>Responsible for all aspects of the Habitat Engineering Section,\u00a0<\/em><\/strong><\/p>\n<p>Assure the efficient, timely, and legally defensible delivery of services from staff, including statewide engineering design guidance.\u00a0<\/p>\n<p><strong><em>Embrace building collaboration and teamwork,\u00a0<\/em><\/strong><\/p>\n<p>Serve as the section lead and provide relevant consulting expertise throughout the agency and to other state, federal, and local agencies and public\/private organizations.<\/p>\n<p><strong><em>Some of what you will do as our Restoration Guidance and Habitat Engineering Manager,\u00a0<\/em><\/strong><\/p>\n<p><strong>Supervise and manage Habitat Engineering Section, including the section\u2019s budget and priorities:<\/strong><\/p>\n<ul>\n<li><strong>Represent Habitat Engineering Team<\/strong>\u00a0at agency meetings within the Habitat Program, including participation on the Habitat Management Team and Mid-Managers Team.<\/li>\n<li><strong>Coordinate with Habitat senior management<\/strong>\u00a0on development of program priorities for the Habitat Engineering Team and appropriately directing funding to agency priorities.<\/li>\n<li><strong>Supervise unit managers<\/strong>\u00a0and engineering experts.\u00a0<\/li>\n<li><strong>Provide direction and leadership<\/strong>\u00a0for Section work planning and workload balance.<\/li>\n<\/ul>\n<p><strong>Mentor and train staff:\u00a0<\/strong><\/p>\n<ul>\n<li><strong>Set standards for staff<\/strong>\u00a0work products and ensure certified review of engineering designs occurs.\u00a0<\/li>\n<li><strong>Oversee the development<\/strong>\u00a0and execution of training on fish passage designs using stream simulation methodologies.<\/li>\n<\/ul>\n<p><strong>Direct and oversee the development of WDFW standards, techniques, and guidelines for protecting aquatic habitat:\u00a0<\/strong><\/p>\n<div>\n<ul>\n<li><strong>Guide and lead development<\/strong>\u00a0of new techniques and practices for resolving broad complex habitat issues and for the development of agency technical policies and standards.<\/li>\n<\/ul>\n<\/div>\n<p><strong>Provide or assist in senior review of complex or controversial regulatory plans and designs:<\/strong><\/p>\n<div>\n<ul>\n<li><strong>Review of staff analyses of\u00a0<\/strong>geomorphic, hydraulic, and hydrological influences of projects proposed for in-water construction to advise biologists on impacts to fish life.<\/li>\n<\/ul>\n<\/div>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<ul>\n<li><strong>Work Setting, including hazards:\u00a0<\/strong>\n<ol>\n<li>Work is performed in an office (90%) and in the field (10%).\u00a0<\/li>\n<li>Office work may include long hours working at a computer.\u00a0<\/li>\n<li>Field work hazards may include walking on steep uneven terrain, frequently walking along rivers, streams, and marine shorelines.\u00a0<\/li>\n<li>Field work also includes working around deep water, biting\/stinging insects, traffic along highways, periodically working near heavy and noisy equipment, and occasionally working on docks and in boats.<\/li>\n<li>Must be able to negotiate water in emergency situations.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Schedule:\u00a0<\/strong>\n<ol>\n<li>Monday \u2013 Friday, 8:00 a.m. \u2013 5:00 p.m.\u00a0<\/li>\n<\/ol>\n<\/li>\n<li><strong>Travel Requirements:\u00a0<\/strong>\n<ol>\n<li>Occasional travel, including overnight stays is required, but rarely exceeds 5 nights in any given month.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Tools and Equipment:\u00a0<\/strong>\n<ol>\n<li>Standard office equipment and specialized software including Computer Aided Design Software (CAD), Geographic Information System (GIS), and Hydrologic Engineering Center&#8217;s (HEC) River Analysis System (RAS).\u00a0<\/li>\n<li>Field equipment may include flow meters, total stations, water chemistry equipment, and survey equipment.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Customer Relations:\u00a0<\/strong>\n<ol>\n<li>Professional contractors, other agency engineers, biologists, and managers are communicated and coordinated with daily.<\/li>\n<li>Politician interactions may occur periodically.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<p><strong>REQUIRED QUALIFICATIONS:<\/strong><\/p>\n<div>\n<ul>\n<li>A Bachelor\u2019s degree with major study in one of the following focus areas: hydraulics, hydrology, river engineering, civil engineering, geotechnical, geomorphology, environmental, or a related field.<\/li>\n<\/ul>\n<\/div>\n<p><strong>\u00a0 \u00a0 \u00a0AND<\/strong><\/p>\n<div>\n<ul>\n<li>Five (5) years of experience in the field of hydraulics, hydrology, river engineering, civil, geotechnical, geomorphology, environmental, or related field.<\/li>\n<\/ul>\n<\/div>\n<p><strong>\u00a0 \u00a0 \u00a0AND<\/strong><\/p>\n<div>\n<ul>\n<li>Three (3) years of experience supervising passage.<\/li>\n<li>With project design\/development\/construction of fish passage and stream habitat restoration projects.<\/li>\n<li>Assessing fish and wildlife habitat needs based on various technical studies.\u00a0<\/li>\n<\/ul>\n<p><strong>Certifications\/Licenses:\u00a0<\/strong><\/p>\n<div>\n<ul>\n<li>Valid Driver\u2019s License.\u00a0<\/li>\n<\/ul>\n<\/div>\n<p><strong>PREFERRED QUALIFICATIONS:<\/strong><\/p>\n<div>\n<ul>\n<li>A Master&#8217;s degree with major study in one of the following engineering focus areas: hydraulics, hydrology, river engineering, civil, geotechnical, geomorphology, environmental, or related field.<\/li>\n<\/ul>\n<\/div>\n<p><strong>\u00a0 \u00a0 AND\u00a0<\/strong><\/p>\n<ul>\n<li>Applied fish and wildlife management techniques, general ecological principles and practices, conservation, and restoration biology.\u00a0<\/li>\n<li>Working knowledge of marine, nearshore, and freshwater ecosystems.\u00a0<\/li>\n<li>Understanding of human influences to aquatic ecosystems.<\/li>\n<li>Principles of supervision, performance management, employee development, and collective bargaining.<\/li>\n<\/ul>\n<p><strong>Experience:\u00a0<\/strong><\/p>\n<ul>\n<li>In design of fish passage through culverts, fishways, screening, and stream restoration, including bioengineering design techniques.\u00a0<\/li>\n<li>With project design\/development\/construction of fish passage and stream habitat restoration projects using state-of-the-art environmental approaches that minimize
