This position participates in all major program management decisions having fiscal implications.<\/p>\n<p>This position supervises the fiscal staff and provides financial or fiscal consultation to fund managers. This position plans, organizes, supervises, and conducts the accounting, budgeting, and personnel\/payroll business activities for funds having a variety of complex requirements by such factors as diversity of accounts, federal, and other grant reimbursable funding.<\/p>\n<p><strong>Examples of Duties<\/strong><\/p>\n<p>Direct day to day fiscal operations and develop fiscal policies, establishing and improving procedures, forms, and systems within the framework of the budgeting, accounting, and reporting system for counties as required by the Division of Municipal Corporations of the State Auditor&#8217;s Office.<br \/>\u00a0<br \/>Initiate, develop, and prepare required periodic and routine fiscal reports, financial reconciliations, and management analysis reports.\u00a0<br \/>\u00a0<br \/>Provide management guidance to staff for long-term cyclic requirements, and determine staffing requirements for special fiscal projects.<br \/>\u00a0<br \/>Responsible for preparation of the comprehensive annual financial reports for the funds under Public Works Department to ensure that the financial records comply with generally accepted accounting principles and state and local policies.<br \/>\u00a0<br \/>Responsible for maintenance and reconciliation of the general ledgers for Public Works and Utilities &amp; Waste funds.<\/p>\n<p>Evaluates and reports value of County assets in Road, ER&amp;R and Utilities annually for inclusion in\u00a0annual\u00a0reports.\u00a0Also compiles and reports all inventory\u00a0data, including vehicles,\u00a0equipment,\u00a0fuel and construction materials. Calculates depreciation for vehicles and equipment.<br \/>\u00a0<br \/>Manage\u00a0and\u00a0participate\u00a0in\u00a0the\u00a0administration\u00a0and development of\u00a0the\u00a0County\u00a0Road, Utilities, Storm Water System Development, and Skokomish Flood\u00a0Control\u00a0District\u00a0budgets.<\/p>\n<p><br \/>Assist\u00a0in\u00a0the\u00a0preparation\u00a0of\u00a0the\u00a0Equipment\u00a0Rental\u00a0and Revolving Fund budget. Provide forecasting of funds needed for staffing, equipment, materials and supplies. Direct the preparation of budgetary adjustments\u00a0as\u00a0necessary.\u00a0Provide\u00a0periodic\u00a0budget\u00a0and\u00a0project\u00a0progress\u00a0report\u00a0to\u00a0managers.\u00a0<br \/>\u00a0<br \/>Responsible for monitoring compliance, reporting to and billing Federal, State\u00b7\u00a0and local agencies for all grants funds<br \/>\u00a0<br \/>Track and bill outside agencies for work completed by Mason County forces\u00a0under inter-governmental work\u00a0agreements.<\/p>\n<p><br \/>Participate in rate studies and financial analyses to adjust rates, charges and assessments, which provide the primary funding source for Enterprise (Utility) funds.<br \/>\u00a0<br \/>Develop\u00a0processes\u00a0to\u00a0ensure\u00a0timely\u00a0collection\u00a0of\u00a0utility\u00a0payments,\u00a0recommends follow-up actions as necessary and implements collection of utility\u00a0payments.<br \/>\u00a0<br \/>Resolve\u00a0or supervise the resolution of inquiries, complaints\u00a0problems or emergencies affecting the availability or quality of services. Responds to the most sensitive or complex inquires of service complaints.<br \/>\u00a0<br \/>Initiate program changes and upgrades for Public Works cost accounting software. \u00a0Primary liaison between department and software provider. Responsible for interfacing between Public Works cost accounting software and countywide financial software.<br \/>\u00a0<br \/>Conduct performance evaluations, monitors and resolves grievances and other personnel matters and providing training to employees to ensure effective delivery of services by the department. Take disciplinary action up to termination as necessary.<br \/>\u00a0<br \/>Regular, reliable and punctual attendance. Shows initiative in performing job functions.
