This position is primarily responsible for the timely review and distribution of purchase card (p-card) transactions in compliance with internal and statewide accounting rules and the management of the Fiscal Office Inbox.<\/p>\n<p><strong><em>This is an opportunity<\/em><\/strong>\u00a0to\u00a0perform time-sensitive financial duties that affect all WDFW programs and staff statewide.<\/p>\n<p><strong><em>In this dynamic role,<\/em><\/strong>\u00a0you will be\u00a0responsible for the timely review and distribution of purchase card (p-card) transactions in compliance with internal and statewide accounting rules.<\/p>\n<p><strong><em>With your experience,<\/em><\/strong>\u00a0you will ensure purchases are in compliance with Fiscal Office, Agency and Statewide accounting policy and procedures.<\/p>\n<p><strong>Duties<br \/><\/strong><strong><em>Here is some of what you will be doing:<br \/><\/em><\/strong><strong>Timely and accurate distribution of agency purchase card (p-card) transactions:\u00a0<\/strong><\/p>\n<ul type=\"disc\">\n<li>Ensure completeness of p-card log\/statement against receipts by reviewing, correcting, and troubleshooting documents including but not limited to:\n<ul type=\"circle\">\n<li>Vendor name on receipts matches name in AFRS, appropriate signature authority, active and current MI is listed on form, and license plate is listed on p-card log when appropriate. \u00a0<\/li>\n<li>Contact employee\/vendor to obtain receipt and\/or resolve discrepancies which can include invalid master index, prevailing wage form and inventory tags being assigned. \u00a0<\/li>\n<li>Mask sure all applicable sales taxes are paid on purchases. \u00a0When applicable, apply use tax.<\/li>\n<\/ul>\n<\/li>\n<li>Complete, batch and process p-card log for payment:\n<ul type=\"circle\">\n<li>Add vendor number, object coding, contract number, account number, invoice number and date, amount being paid and transaction code.<\/li>\n<li>Assign batch numbers and document numbers.<\/li>\n<li>Enter payment data from p-card log into the AFRS Financial Toolbox template.<\/li>\n<li>Upload spreadsheet to AFRS via the AFRS Financial Toolbox.<\/li>\n<li>Verify upload for accuracy of data entry.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Responsible for the daily audit, review, and management of all incoming electronic fiscal documents:\u00a0<\/strong><\/p>\n<ul>\n<li>Research, troubleshoot, and work to resolve complex fiscal questions and\/or concerns coming through Fiscal Office Inbox.<\/li>\n<li>Determine which unit documentation or communication go to.<\/li>\n<li>Track all moving parts of the p-card transaction logs to ensure the needed approvals, documents, and forms are provided by each cardholder every month.<\/li>\n<li>Assist with tracking and reconciliation of all outstanding P-Card logs.<\/li>\n<\/ul>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<ul type=\"disc\">\n<li><strong>Work Setting, including hazards:<\/strong>\n<ul type=\"circle\">\n<li>Position has a requirement of 40% in-person with a possibility of an allowance of 60% telework as determined after initial training is complete.<\/li>\n<li>Position is in an office setting. Office hazards include working under fluorescent light, repetitively entering data into computer, and looking at a computer monitor for long periods of time.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Schedule:<\/strong>\n<ul type=\"circle\">\n<li>This position normally works 8:00 am &#8211; 5:00 pm, Monday-Friday. \u00a0A flex schedule may be approved after the training period is complete.<\/li>\n<li>Occasional overtime might be required to meet deadlines during peak periods.<\/li>\n<li>Between July and September, limited leave may be approved due to fiscal\/biennial closeout.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Travel Requirements:<\/strong>\n<ul type=\"circle\">\n<li>May require limited amounts of travel.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Tools and Equipment:<\/strong>\n<ul type=\"circle\">\n<li>Computer hardware and software.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Customer Interactions:<\/strong>\n<ul type=\"circle\">\n<li>Large amount of communication with field and office staff via phone, e-mail, and in person. Timely responses to inquiries are expected.<\/li>\n<li>Staff may encounter disgruntled employees\/vendors on occasion when requesting information with regarding payments or non-payments.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><br \/><strong>REQUIRED QUALIFICATIONS:<\/strong><\/p>\n<div>\n<ul>\n<li>Associate degree in business, public administration, accounting, economics, statistics, or relevant field,\u00a0<strong>and<\/strong>\u00a0one (1) year of professional experience in accounting, budget, finance, payroll, or public administration.<\/li>\n<\/ul>\n<\/div>\n<p><strong>Or<\/strong><\/p>\n<div>\n<ul>\n<li>Current or recent experience as a Fiscal Technician.<\/li>\n<\/ul>\n<\/div>\n<p><strong>Or<\/strong><\/p>\n<div>\n<ul>\n<li>Equivalent education\/experience.<\/li>\n<\/ul>\n<\/div>\n<p><em>Please note: Professional experience or volunteer work may substitute for education.<\/em><\/p>\n<p><strong>PREFERRED QUALIFICATIONS:<\/strong><br \/><strong>Experience with:<\/strong><\/p>\n<ul>\n<li>Microsoft Office, including intermediate level knowledge of Microsoft Outlook, Word, and Excel.<\/li>\n<\/ul>\n<p><strong>Knowledge of:<\/strong><\/p>\n<ul>\n<li>State and WDFW financial systems including AFRS, Enterprise Reporting, and Financial Toolbox.\u00a0<\/li>\n<li>Effective communication processes with internal and external customers.\u00a0<\/li>\n<\/ul>\n<p><strong>Ability to:<\/strong><\/p>\n<ul>\n<li>Consistently follow applicable fiscal guidelines, regulations, principles, and standards.\u00a0<\/li>\n<li>Multi-task with frequent interruptions in a fast-paced office while still meeting deadlines.<\/li>\n<li>Handle the public\u2019s money when processing financial transactions responsibly and accurately.<\/li>\n<li>Work in a team environment, including collaborative problem solving, maintaining open communication among staff, and allowing flexibility for creative input from others.<\/li>\n<li>Prioritize a workload to produce timely and accurate work products that fully satisfy the demands of the assignment.<\/li>\n<li>Exhibit integrity, honesty, and to maintain confidentiality.<\/li>\n<li>Be punctual with regular work performance and to use leave balances
