The\u00a0Air Quality Program<\/a>\u00a0(AQP) within the Department of Ecology is looking to fill a\u00a0Clean Fuel Standard Program Analyst (Environmental Specialist) (In-Training)\u00a0<\/strong>position. This position is located in our\u00a0Headquarters Office\u00a0<\/strong>in\u00a0Lacey, WA.<\/a> Upon hire, you must live within a commutable distance from the duty station.<\/p>\n

Transportation emissions are our biggest source of greenhouse gases in Washington and they have not declined meaningfully in the last 30 years. The Clean Fuel Standard is a new policy that aims to change that, decarbonizing the transportation sector while creating economic opportunity in electric vehicles and low carbon fuels. We are looking for an analyst to assist with the daily operations of the Clean Fuel Standard and be responsible for monitoring and reporting program data. We receive reports on all transportation fuels used in the state, maintain a marketplace for compliance credits, track compliance costs, and look for possible fraud and double-counting. The analyst needs to be highly organized, have a keen eye for detail, and be proficient at producing insights from data. In this role, you will be responsible for helping fuel suppliers submit accurate reports, producing recurring reports of program data, and monitoring multiple data sources to predict future credit price swings and compliance challenges. You will work closely with the Clean Fuels team on a daily basis to accomplish tasks. You don\u2019t need to be an expert in transportation fuel markets to succeed in this role, just possess a love of data, strong Excel skills, the ability to provide great technical support, and a desire to be on the leading edge of climate policy in the U.S.<\/p>\n

This position allows you to progress through the\u00a0Environmental Specialist (ES)\u00a0<\/strong>field and achieve the goal class of an\u00a0ES4<\/strong>. Candidates will be considered at the\u00a0ES2<\/strong>,\u00a0ES3\u00a0<\/strong>and\u00a0ES4\u00a0<\/strong>levels, depending on qualifications. Duties
<\/strong>As Clean Fuel Standard Program Analyst, you will have the unique opportunity to put your strong organizational and data analysis skills to work for the environment. The Clean Fuel Standard is one of Washington\u2019s flagship policies to fight climate change and meet its mandatory greenhouse gas emissions limits. The program generates a significant amount of data, including fuel transaction reports, reports on how fuels are made, and credit transaction reports, among others. We are looking for someone who can turn these data into insights. Because the program is new, you will play a significant role in the development of key resources like support documents, portions of the IT platform (working with IT staff to test features) and establishing internal protocols.

In this role, you will have the greatest visibility into the day-to-day operation of the program and will be responsible for identifying potential issues like fraud or double-counting, fuel supply issues, or credit price swings. You will also monitor how well the program is serving overburdened communities. When necessary, the Program Analyst will recommend policy solutions to address these challenges.
