In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world&#8217;s longest floating bridge, and recently completed the world&#8217;s widest tunneling project.\u00a0<br \/><strong>\u00a0<\/strong><br \/><strong>The Opportunity<\/strong><br \/>WSDOT is currently seeking an organized and motivated Purchasing Manager to manage the purchasing and inventory activities for the Olympic Region (OR). This position will serve as the Lead Purchasing Specialist and supervisor for Purchasing staff. In this role, you will be responsible for region wide procurement management of daily purchases, inventory items, and special requests. Our top candidate must be able to manage multiple priorities under tight deadlines, possess the ability to quickly develop and foster positive working relationships, have a keen attention to detail, and provide timely and professional customer service.<br \/>\u00a0<br \/><strong>What to Expect<\/strong><br \/>This position performs some work that is conducted in the warehouse which includes bending, kneeling, reaching, and standing in order to ship, receive and store goods.<br \/>Among the varied range of responsibilities held within this role, the\u00a0Purchasing Manager\u00a0will:<\/p>\n<ul type=\"disc\">\n<li>Provide oversight for all purchasing activity within the region.\u00a0<\/li>\n<li>Determines appropriate course of action\/procurement methodology.<\/li>\n<li>Analyze and evaluate returned bids or proposals and determine compliance with the contract requirements.<\/li>\n<li>Reject bids that do not meet bid requirements.\u00a0<\/li>\n<li>Originate and finalize competitive solicitation documents,\u00a0incorporating necessary steps to finalize contracts for long term agreements and\/or one-time purchases.<\/li>\n<li>Perform market analysis and customer needs\u00a0through assessment studies to identify new contracting possibilities.<\/li>\n<li>Direct the selection of interested and qualified vendors for bid distribution.\u00a0<\/li>\n<li>Manage OR inventory by performing daily review of purchasing data to determine inventory turnover, inventory reorder point, average daily supply, etc.\u00a0<\/li>\n<li>Authorize field orders, payment vouchers and purchasing card transactions.\u00a0<\/li>\n<li>Conduct stockpile inventory and oversee minor capital inventory assets review on a semi-annual basis.<\/li>\n<li>Serve as the Region Coordinator for acquiring state purchasing cards.<\/li>\n<\/ul>\n<p><strong>Qualifications<\/strong><br \/>To be considered for this opportunity, the following are\u00a0<u>required<\/u>:<\/p>\n<ul type=\"disc\">\n<li>A Bachelor&#8217;s degree in business administration, procurement, logistics, supply management or allied field.\u00a0<\/li>\n<li>Three (3) years of experience in large-scale procurement, stock control, receipt, storage, and issue functions in either government or business;\u00a0<strong>OR\u00a0<\/strong>an equivalent combination of education and experience.<\/li>\n<li>One (1) year of experience as a supervisor, to include training and evaluating staff performance.<\/li>\n<li>Expert knowledge in purchasing regulations and industry accepted purchasing practices and techniques.<\/li>\n<li>Skilled in the use of Microsoft Office applications.<\/li>\n<li>Experience with a financial system in a Mainframe environment.<\/li>\n<li>Proven ability to establish and maintain effective working relationships with suppliers, customers, fellow employees, and the public.<\/li>\n<li>Experience performing accurate counts for inventory control.<\/li>\n<li>Ability to safely manipulate and transport objects weighing up to 50 pounds.<\/li>\n<li>Effective communication skills to build and maintain professional working relationships with suppliers, customers, fellow employees, and the public.<\/li>\n<li>Current certification as a forklift operator\u00a0<strong><u>or<\/u><\/strong>\u00a0able to obtain within six (6) months of hire.<\/li>\n<li>A valid driver&#8217;s license.<\/li>\n<\/ul>\n<p>It is\u00a0<u>preferred<\/u>\u00a0that qualified candidates also have:<\/p>\n<ul type=\"disc\">\n<li>One (1) year of experience supervising procurement and supply specialists.<\/li>\n<li>Experience in the development and processing of purchase orders with automated procurement systems.<\/li>\n<li>Experience with electronic purchasing, inventory and contracting computer systems.<\/li>\n<li>Knowledge of RCW\u2019s, WAC\u2019s and other regulations related to purchasing.<\/li>\n<li>Experience performing accurate counts for inventory control.<\/li>\n<\/ul>\n<p><strong>\u00a0Important Notes\u00a0<\/strong><\/p>\n<ul>\n<li>This recruitment may also be used to fill additional positions per business needs.<\/li>\n<li>In addition to the salary range listed, a general wage increase of 4% will be applied for all state employees on July 1, 2023.<\/li>\n<li>Travel is an expectation of the position and may be required on a regular, sporadic, or as needed basis.<\/li>\n<li>In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
