The GIS Technician, under the direction of the GIS Manager, is responsible for developing and managing mapping applications and feature classes for County GIS initiatives, with emphasis on maintaining and updating the Assessor\u2019s Parcel Fabric.<\/p>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>Job Duties<\/dt>\n<dd>\n<p>\u00a0<\/p>\n<ul>\n<li>Oversees and directs the Cadastral Map program of the Assessor\u2019s Office as mandated by Senate Bill 5111 passed March 10, 1997, and approved April 22, 1997, through ESRI Software Suite. \u00a0 \u00a0<\/li>\n<li>Updates, creates, and revises tax maps for splits\/changes from field data, plats, deeds, zoning annexations, roads\/easements, and other legal documents by using ESRI software suite and other associated software in drawing to scale maps per State and County regulations.<\/li>\n<li>Responsible for maintaining ArcGIS Online and Portal for ArcGIS applications for County departments and offices as directed by the GIS Manager.<\/li>\n<li>Assist in the Administration of Enterprise Geodatabase feature classes, views, and tables.\u00a0<\/li>\n<li>Assist in the Administration of updating and configuration of web services that are utilized on ArcServer or ArcGIS Online.\u00a0<\/li>\n<li>Help to support, maintain and promote a geospatially focused environment. \u00a0Participate in the GIS user group by working with other GIS users throughout the county.\u00a0<\/li>\n<li>Completes special geospatial projects as required and directed.<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<\/dd>\n<dt>Knowledge, Skills &amp; Abilities<\/dt>\n<dd>\n<p>\u00a0<\/p>\n<p>Interpersonal and Communication:<\/p>\n<ul class=\"decimal_type\">\n<li>Skill in working both as a member of a team and as a project manager.<\/li>\n<li>Excellent interpersonal skills for establishing and maintaining effective working relationships with associates, clients, and vendors.<\/li>\n<li>Good oral communication skills, including good listening skills, to communicate with technical and non-technical internal clients.<\/li>\n<li>Skill in writing in clear, concise language to produce reports and other required documentation.<\/li>\n<li>Working knowledge of the functions of County departments, office operations, and interdepartmental working relationships.<\/li>\n<\/ul>\n<p>Technical Competencies:<\/p>\n<ul class=\"decimal_type\">\n<li>Experience in editing ArcGIS Parcel Fabric.<\/li>\n<li>Working knowledge of GIS concepts, geoprocessing functions and techniques, and spatial database management procedures. \u00a0 Comprehensive working knowledge of database concepts.<\/li>\n<li>Skill in using ESRI GIS software for analysis and mapping.<\/li>\n<li>Demonstrated knowledge of GIS programming and scripting languages such as Python.<\/li>\n<li>Knowledge of the Structured Query Language (SQL) and its applications with GIS analysis and application development.<\/li>\n<li>Knowledge of SQL Server DBMS and ESRI ArcGIS spatial data server (SDE) administration.<\/li>\n<li>Knowledge of ESRI ArcGIS Enterprise capabilities and administration.\u00a0<\/li>\n<li>Knowledge of web programming, markup, and development languages such as Arcade, HTML, JSON, &amp; JavaScript.\u00a0<\/li>\n<li>Knowledge of GIS database (enterprise and file geodatabase) and application design concepts, procedures, and techniques. \u00a0<\/li>\n<\/ul>\n<p>Problem Solving:\u00a0<\/p>\n<ul class=\"decimal_type\">\n<li>Ability to research and interpret recorded\/historic documents and legal descriptions.<\/li>\n<li>Ability to systematically identify and analyze the important dimensions of a problem, determine potential causes, obtain relevant information, and recommend alternate solutions.
