The<\/span> Habitat Restoration Specialist<\/span> serves under the Water Resources Department to<\/span>
help lead the team\u2019s efforts to implement habitat restoration projects and develop a long-<\/span>
term pipeline of future projects both large and small. The position will work closely with the<\/span>
Spokane area Salmon Recovery Lead Entity Work Group and assist in ushering in an<\/span>
exciting new era of our work to restore habitat that is vital to the health and wellbeing<\/span>
of fish and wildlife, as well as the people of Spokane County.<\/span><\/p>\n


This position will help realize the vision for our Habitat Program by working with a<\/span>
broad range of local partners, including but not limited to local Tribes, divisions of<\/span>
Spokane County government, state agencies, non-profits, and local landowners. The<\/span>
Habitat Restoration Specialist<\/span> will have a profound impact on our programming, our<\/span>
organization, and most importantly, our community.<\/span><\/p>\n


As a Staff Specialist, you will be responsible for collaborating with multi-disciplinary<\/span>
teams, working on public and private-sector projects across Spokane County.<\/span>
Typical project work involves fish passage, stream and river restoration, wetland<\/span>
delineation\/identification, and project planning.<\/span><\/p>\n


All employees must act as liaisons between SCD and government agencies, the<\/span>
public, and other private partners and organizations. Good team building and<\/span>
interpersonal skills are required.<\/span><\/p>\n

Essential Duties and Responsibilities<\/span>
\uf0b7<\/span> Gather and analyze publicly available maps and databases of geology, LiDAR,<\/span>
soils, streams, fish use, passage barriers, wetlands, floodplains\/frequently<\/span>
flooded areas and other documented sensitive and priority habitats and<\/span>
priority\/listed species at the project site and in the project vicinity.<\/span>
\uf0b7<\/span> Conduct freshwater OHWM delineations, habitat surveys, fish passage surveys,<\/span>
and assist with geomorphic assessments.<\/span>
\uf0b7<\/span> Assist in developing reports documenting instream and riparian habitat including<\/span>
stream geomorphology.<\/span>

\uf0b7<\/span> Assist in developing plans and reports related to instream fish habitat and<\/span>
passage improvements, including culvert or bridge replacements, bank or levee<\/span>
repair, utility crossings, channel and riparian habitat enhancement, floodplain<\/span>
connectivity improvements, and stormwater upgrades.<\/span>
\uf0b7<\/span> Conduct wetland delineations and prepare delineation reports in accordance with<\/span>
USACE manuals.<\/span>
\uf0b7<\/span> Use Global Positioning System (GPS) technology to document the location of<\/span>
critical features identified at field sites.<\/span>
\uf0b7<\/span> Rate wetlands using the WA State Department of Ecology Wetland Rating<\/span>
Systems and prepare rating exhibits using GIS.<\/span>
\uf0b7<\/span> Assist in preparation of critical areas reports, impacts assessments, and<\/span>
mitigation plans.<\/span>
\uf0b7<\/span> Complete permit applications and supporting documentation (e.g., SEPA\/NEPA,<\/span>
Shoreline, JARPA, HPA).<\/span>
\uf0b7<\/span> Develop cost estimates, plan future needs; develop budget requests or revisions;<\/span>
prepare, write, and administer grant applications related to the programs.<\/span>
\uf0b7<\/span> Experience in monitoring and collecting field data, and in using GIS and GPS.<\/span>
Must be willing and physically able to assist with field data collection and<\/span>
restoration\/revegetation of riparian areas.<\/span>
\uf0b7<\/span> Demonstrated organizational skills and the ability to multi-task effectively.<\/span>
\uf0b7<\/span> Must be able to hike for extended periods, carry equipment over rough terrain, at<\/span>
times in inclement weather conditions.<\/span>
\uf0b7<\/span> Excellent organization and communication skills (both written and verbal).<\/span>
\uf0b7<\/span> Demonstrated skills in public relations, negotiation, coordination and diplomacy.<\/span>
\uf0b7<\/span> Proficient computer skills including Microsoft Office Software: Microsoft Word,<\/span>
Excel, Publisher, PowerPoint, Access.<\/span>
\uf0b7<\/span> Serve as a resource specialist to staff and others on habitat issues.<\/span>
Minimum Qualifications<\/span>
\uf0b7<\/span> BS or BA in Biology, Environmental Science, Watershed Science or equivalent.<\/span>
\uf0b7<\/span> Ability to perform wide range of physical activities and field work.<\/span>
\uf0b7<\/span> Ability to consistently meet tight deadlines in a fast-paced work environment.<\/span>
\uf0b7<\/span> Strong verbal and written communication and problem-solving skills.<\/span>
\uf0b7<\/span> Valid driver\u2019s license.<\/span>
\uf0b7<\/span> Advanced degree and\/or 3 years related professional experience.<\/span>
Preferred Qualifications<\/span>
\uf0b7<\/span> Coursework or degrees pertaining to fisheries science.<\/span>
\uf0b7<\/span> Knowledge\/experience in research design, statistics and\/or biometrics<\/span>
\uf0b7<\/span> Proficiency with ArcGIS software and GPS technology.<\/span>
\uf0b7<\/span> Knowledge and experience with life history strategies, habitat requirements, and<\/span>
field identification of fish species found in Washington State, particularly resident<\/span>
freshwater, and anadromous species.<\/span>
