{"id":46231,"date":"2022-06-09T07:59:16","date_gmt":"2022-06-09T14:59:16","guid":{"rendered":"https:\/\/sites.evergreen.edu\/mesweekly\/?p=46231"},"modified":"2022-06-09T07:59:16","modified_gmt":"2022-06-09T14:59:16","slug":"job-derelict-vessel-removal-program-specialist-dept-of-natural-resources-olympia-wa","status":"publish","type":"post","link":"https:\/\/sites.evergreen.edu\/mesweekly\/job-derelict-vessel-removal-program-specialist-dept-of-natural-resources-olympia-wa\/","title":{"rendered":"Job: Derelict Vessel Removal Program Specialist, Dept. of Natural Resources (Olympia, WA)"},"content":{"rendered":"<p><!--more--><b><strong>For more information, please follow this link:<\/strong><\/b> <a href=\"https:\/\/www.governmentjobs.com\/careers\/washington\/jobs\/3581644\/derelict-vessel-removal-program-specialist-nrs2?keywords=property and acquisition&amp;pagetype=jobOpportunitiesJobs\" data-wplink-url-error=\"true\">https:\/\/www.governmentjobs.com\/careers\/washington\/jobs\/3581644\/derelict-vessel-removal-program-specialist-nrs2?keywords=property and acquisition&amp;pagetype=jobOpportunitiesJobs<\/a><\/p>\n<p><strong>Salary<\/strong>&#8211; $46,644.00 &#8211; $62,748.00 Annually<\/p>\n<p><strong>Responsibilities:<\/strong><\/p>\n<ul>\n<li>Conduct assessment of new and emerging vessel removal requests and areas where there are vessels of concern.<\/li>\n<li>Review DVRP vessel priority list in order to develop vessel removal plans.<\/li>\n<li>Recommend to the DVRP supervisor for emergency and scheduled vessel removals.<\/li>\n<li>Prepares vessel custody notices and tracks timelines for DNR-led removals in accordance with state law.<\/li>\n<li>Gathers information on derelict vessel owners.<\/li>\n<li>Ensures all receipts and invoices are received, and case file billing folders are updated.<\/li>\n<li>Processes vessel custody acquisition procedures as per RCW 79.100 including supporting AAG actions related to appeals and cost recovery.<\/li>\n<li>Maintains and updates vessel files and filing system.<\/li>\n<li>Organizes sales of vessels of other materials for cost recovery.<\/li>\n<li>Compile and issue RFPs and DES contract forms for DNR-sponsored vessel removals; assess bids according to state contracting rules and obtain Division Manager approval to award contract to successful bidder.<\/li>\n<li>Administer contracts, by monitoring contractor performance and assuring compliance with DNR permits.<\/li>\n<li>Negotiates, reviews and approves contractor work progress, products and billings.<\/li>\n<li>Works with VTIP supervisor with public meetings\/outreach regarding the VTIP and with application review and vessel disposals.<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<p>Qualifications<\/p>\n<p><strong>Required Qualifications:\u00a0<\/strong><\/p>\n<ul>\n<li>BA degree in natural resources management<br \/>OR a combination of education and\/or experience equivalent.<\/li>\n<li>Software Programs: Ability to utilize the Microsoft suite of software products, ArcMap, Accurint, and Ad Hoc reports.<\/li>\n<li>Experience or understanding of maritime terminology;<\/li>\n<li>Ability to prioritize and multi-task in real time, in a fast-paced work environment;<\/li>\n<li>Ability to understand, interpret, and enforce contract terms<\/li>\n<li>Negotiate, speak, write and report clearly and effectively<\/li>\n<li>Experience in handling customer service inquiries with tact<\/li>\n<li>Experience reading laws and applying them to particular situations<\/li>\n<li>Ability to use sound judgment in performing assigned tasks<\/li>\n<li>DNR Core Competencies:\u00a0\n<ul>\n<li>Personal Accountability\u00a0<\/li>\n<li>Value Others\u00a0<\/li>\n<li>Compassionate Communication\u00a0<\/li>\n<li>Inspire Others\u00a0<\/li>\n<li>Commitment to Excellence\u00a0<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Conditions of Employment:<br \/><\/strong><\/p>\n<ul>\n<li>A valid driver\u2019s license and have two years of driving experience. This position requires driving as an essential function. Finalists and\/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.<\/li>\n<li>80% of this job is performed in an office setting. There will be occasional water-related reconnaissance by land or boat. If a project requires contract oversight at field locations, the position will require travel to those locations.<\/li>\n<li>Will require travel, in order to undertake derelict vessel reconnaissance, attend meetings, manage contracts and give presentations. Some marine travel (on-water work) will be required. Per diem reimbursement applies.<\/li>\n<li>Employees of the Department of Natural Resources (DNR) are required to be fully vaccinated against COVID-19 as a condition of employment. This position is based in an office\/fieldwork setting and requires in-person attendance\/interactions with no option for full-time telework.
