{"id":45096,"date":"2022-02-02T13:30:36","date_gmt":"2022-02-02T21:30:36","guid":{"rendered":"https:\/\/sites.evergreen.edu\/mesweekly\/?p=45096"},"modified":"2022-02-02T13:30:36","modified_gmt":"2022-02-02T21:30:36","slug":"job-biological-data-systems-dept-of-fish-and-wildlife-olympia-wa","status":"publish","type":"post","link":"https:\/\/sites.evergreen.edu\/mesweekly\/job-biological-data-systems-dept-of-fish-and-wildlife-olympia-wa\/","title":{"rendered":"Job: Biological Data Systems, Dept. of Fish and Wildlife (Olympia, WA)"},"content":{"rendered":"<p><!--more--><strong>For more information, please follow this link:<\/strong> <a href=\"https:\/\/www.governmentjobs.com\/careers\/washington\/jobs\/3404566\/management-analyst-4-biological-data-systems-unit-permanent-01491-22\">https:\/\/www.governmentjobs.com\/careers\/washington\/jobs\/3404566\/management-analyst-4-biological-data-systems-unit-permanent-01491-22<\/a><\/p>\n<p><strong>Salary-<\/strong> $61,224.00 &#8211; $80,292.00 Annually<\/p>\n<p><strong><em>Our Management Analyst 4,\u00a0<\/em><\/strong><\/p>\n<ul>\n<li>Reviews data, makes database changes to correct erroneous information, and provides ad-hoc and regular reporting of data in support of establishing fisheries.<\/li>\n<li>Analyzes changes in federal and local law or practices to evaluate impact on current data collection and processing system to make recommendations to senior management for agency process or legislative changes.<\/li>\n<li>Works with the agency business areas to establish methods of improving data collection quality and completion.<\/li>\n<li>Develops data standards, practices, and policies across the agency for improved data management.<\/li>\n<li>Ensures effective overall operational execution of the day-to-day service requests, data entry, and other requests for service.<\/li>\n<li>Organizes, manages, and develops staff to achieve consistent results in meeting performance targets.<\/li>\n<li>Collaborates with multiple programs to resolve complex data management problems and issues.<\/li>\n<li>Supervises commercial harvest team and data entry team.<\/li>\n<li>Sets goals, objectives, and develops performance measurements and standards for the purpose of ensuring individual and program performance objectives are met.<\/li>\n<li>Develops the Performance Development Plan (PDP) for assigned employees; creates or updates position descriptions; monitors and documents employee performance; provides on-going feedback regarding levels of performance and conducts timely and meaningful employee performance evaluations.<\/li>\n<li>Manages personnel issues relating to staff conflicts, absenteeism, performance issues, etc. in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.<\/li>\n<li>Works with external tribal and federal entities to integrate systems and workflow in support of national, tribal, and other interests.<\/li>\n<li>Responds in an official capacity to legal data requests and requests of service for commercial fisher and dealer records.<\/li>\n<\/ul>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<ul>\n<li><strong>Work Setting, including hazards: \u00a0 \u00a0<\/strong>\n<ol>\n<li>Works in an office setting.<\/li>\n<li>Hazards include long periods of sitting or standing, looking into computer monitor, repetitively entering data.<\/li>\n<li>At times, the office can be loud, with frequent interruptions.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Schedule:<\/strong>\n<ol>\n<li>Regular hours are M-F 8:00am-5:00pm. Work hours are adjusted as needed to complete the required tasks.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Travel Requirements:\u00a0<\/strong>\n<ol>\n<li>Minimal. Some travel may be necessary when subpoenaed by courts as a material witness to affirm the veracity of the data.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Tools and Equipment:\u00a0<\/strong>\n<ol>\n<li>Computer, copier, and scanning equipment.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Customer Interactions:<\/strong>\n<ul>\n<li>Program biologists, Enforcement, Dealers and Buyers, Fishers, management, vendors, tribal fisheries managers, members and representatives and other external entities.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>REQUIRED QUALIFICATIONS:<\/strong><\/p>\n<ul>\n<li>Bachelor&#8217;s degree in one of the following:\n<ol>\n<li>Business Administration.<\/li>\n<li>Public Administration.<\/li>\n<li>Law.<\/li>\n<li>Public Health.<\/li>\n<li>Health Administration.<\/li>\n<li>Or a related field.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<p><strong>AND<\/strong><\/p>\n<div>\n<ul>\n<li>Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations.<\/li>\n<\/ul>\n<\/div>\n<p><strong>OR<\/strong><\/p>\n<div>\n<ul>\n<li>Comparable combination of graduate education and experience.<\/li>\n<\/ul>\n<\/div>\n<p><strong>Background clearance:<\/strong><\/p>\n<div>\n<ul>\n<li>Must be able to successfully pass a background security check.<\/li>\n<\/ul>\n<\/div>\n<p><strong>Job knowledge:<\/strong><\/p>\n<ul>\n<li>Expert knowledge of database management practices.<\/li>\n<li>Expert in communication skills.<\/li>\n<li>Expert in de-escalation and dealing with difficult people.<\/li>\n<li>Expert knowledge in workforce management and data entry best practices.<\/li>\n<li>Advanced knowledge of SQL (Structured Query Language) for reporting and data extractions.<\/li>\n<li>Knowledge of business process improvement.<\/li>\n<li>Knowledge of imaging systems and workflow management systems.<\/li>\n<\/ul>\n<p><strong>Other skills and abilities:<\/strong><\/p>\n<ul>\n<li>The ability to plain-talk technical issues and resolutions for a non-technical audience.<\/li>\n<li>Effective written and verbal communication.<\/li>\n<li>Ability to communicate effectively and adapt to technical and non-technical audiences.<\/li>\n<\/ul>\n<p><strong>PREFERRED QUALIFICATIONS:\u00a0<\/strong><\/p>\n<ul>\n<li>Valid driver&#8217;s license.<\/li>\n<li>Minimum of three (3) years of experience in the following:\n<ol>\n<li>Managing corporate data in a Microsoft SQL environment.<\/li>\n<li>Building and maintaining SQL queries for data management.<\/li>\n<li>Managing staff.<\/li>\n<\/ol>\n<\/li>\n<li>Four (4) year higher education degree from an accredited college (BA. or BS.) is desirable.<\/li>\n<\/ul>\n<p><strong>CONDITION OF EMPLOYMENT:\u00a0<\/strong><\/p>\n<p>As a result of Gov.
