Cal.)]. The goal for this Request for Proposals (RFP) is to allocate available funds to a variety of recreationally based projects downcoast of El Capitan State Beach in Santa Barbara County to Long Beach in Los Angeles County based on the geographic distribution of Refugio Beach oil spill recreational impacts to the extent practicable.<\/p>\n<h3>Geographic Focus<\/h3>\n<p>Project proposals are expected to focus on directly benefiting shoreline, near-shore, and\/or water-based recreation in the counties of Santa Barbara, Ventura, and Los Angeles. Projects benefiting recreation at the Channel Islands will be considered. With respect to Santa Barbara County, the Program will focus on recreation that either occurs or originates on coastal areas downcoast of El Capitan State Beach. Projects to address Refugio Beach oil spill impacts upcoast and including El Capitan State Beach are being evaluated through a separate process lead by the California Department of Parks and Recreation.<\/p>\n<h3>Funding Available<\/h3>\n<p>Up to $1.5 Million in grant funds is available for projects through this RFP. Multi-year projects will be considered. \u00a0However, since the Program has limited funding, shovel-ready projects with either a low probability for cost overruns or a mechanism to address cost overruns are preferred. Matching funds and\/or in-kind contributions are encouraged, but not required.<\/p>\n<p>Funding will be allocated to address recreation impacts associated with the Refugio Beach oil spill to the extent practicable (see\u00a0<a href=\"https:\/\/nrm.dfg.ca.gov\/FileHandler.ashx?DocumentID=193144&amp;inline\" target=\"_blank\" rel=\"noopener\"><u>Final Damage Assessment and Restoration Plan<\/u><\/a>), but will focus on areas downcoast of El Capitan State Beach. Grants for planning projects will not be considered unless they include or are closely tied to the implementation of a project (through other identified funding or matching funds).<\/p>\n<p>Applicants must specifically identify in the proposal the primary locale(s) where the project will benefit outdoor recreation:<\/p>\n<ul>\n<li>Downcoast of El Capitan State Beach to Coal Oil Point<\/li>\n<li>Coal Oil Point Nature Reserve<\/li>\n<li>Santa Barbara County downcoast of Coal Oil Point Nature Reserve<\/li>\n<li>Ventura County<\/li>\n<li>Los Angeles County<\/li>\n<\/ul>\n<p>For water-based recreation, the \u201cprimary locale\u201d refers to the shoreline point of departure for the recreational activity.<\/p>\n<h3>Evaluation Criteria<\/h3>\n<p>A full list of evaluation criteria can be found in the\u00a0<a href=\"https:\/\/nrm.dfg.ca.gov\/FileHandler.ashx?DocumentID=193144&amp;inline\" target=\"_blank\" rel=\"noopener\"><u>Final Damage Assessment and Restoration Plan for the Refugio Beach Oil Spill<\/u><\/a>\u00a0(p. 59) and includes whether the project:<\/p>\n<ul>\n<li>provides tangible benefits for enhancing recreational opportunities that were affected by the spill<\/li>\n<li>is technically and procedurally sound, and not already been funded or completed<\/li>\n<li>complies with applicable laws throughout the entire project life<\/li>\n<li>is cost effective<\/li>\n<li>provides a broad range of recreation benefits<\/li>\n<li>begins benefiting the public in the short-term<\/li>\n<li>will provide benefits to the public over the long-term<\/li>\n<li>avoids collateral injury from project implementation<\/li>\n<li>has a high likelihood of success<\/li>\n<li>has the potential for cultural resources conservation and\/or education<\/li>\n<li>includes a complete and accurate estimate of project costs<\/li>\n<li>is beneficial to public health and safety<\/li>\n<li>provides opportunities for collaboration<\/li>\n<li>avoids duplication of other efforts already ongoing at the same location<\/li>\n<li>is able to document benefits to the public<\/li>\n<\/ul>\n<p>Projects that are not technically feasible, do not comply with applicable laws, or are otherwise not expected to provide tangible benefits to fishing, boating, other water-based, shoreline, or near-shore recreation will not be considered. \u00a0Unforeseen project delays could result in the cancellation of a grant award to allow funding of alternative projects.<\/p>\n<h3>Eligibility<\/h3>\n<p>Local, state, and federal agencies, local and regional park districts, and non-governmental organizations may apply for funding.<\/p>\n<p>Funds granted under this Program may not be used for political advocacy, fundraising, lobbying, litigation, or projects that are legally-required mitigation projects.<\/p>\n<h3>Timeline<\/h3>\n<p>The anticipated timeline for this RFP is as follows:<\/p>\n<table border=\"1\" cellspacing=\"1\" cellpadding=\"1\">\n<tbody>\n<tr>\n<td><strong>December 6, 2021 (2pm Pacific time)<\/strong><\/td>\n<td>Pre-proposals due date<\/td>\n<\/tr>\n<tr>\n<td><strong>Early February 2022<\/strong><\/td>\n<td>Full proposals invited<\/td>\n<\/tr>\n<tr>\n<td><strong>April 4, 2022 (2pm Pacific time)<\/strong><\/td>\n<td>Full proposals due date<\/td>\n<\/tr>\n<tr>\n<td><strong>August 2022<\/strong><\/td>\n<td>Grant awards announced<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h3>How to Apply<\/h3>\n<p>All application materials must be submitted online through the National Fish and Wildlife Foundation\u2019s Easygrants system.<\/p>\n<p>Go to the\u00a0<a href=\"https:\/\/easygrants.nfwf.org\/\" target=\"_blank\" rel=\"noopener\">Easygrants online system<\/a>\u00a0to register.
