The primary function of this position will be to oversee and implement established wildlife research, monitoring, and evaluation projects on and off Reservation to conserve wildlife species and habitats in support of Tribal goals to provide traditional subsistence and ceremonial use of natural resources for Tribal members. The incumbent will be responsible for assisting with obtaining, administrating, and managing multiple grants\/contracts with moderate budgets and diverse work elements.\u00a0 This position requires frequent contact and interaction with multiple regional level managers in federal, state, county, tribal, and other agencies and organizations, as well as the general public.<\/p>\n<p>As a journey-level professional in research, monitoring, and evaluation efforts within the Wildlife Division, the Wildlife Biologist II will provide technical analysis and assessments of data to Wildlife Biologist III, Program Managers and Director of Natural Resources. The incumbent will be responsible for collecting biological data, using scientific principles and techniques, and analyzing and interpreting that data to make scientific conclusions that will guide resource management.<\/p>\n<p>This position is a full time permanent position where the incumbent will likely be required to work long, unusual hours, weekends, and occasionally holidays. \u00a0The Wildlife Biologist II will also provide support to other projects and departments as needed.<\/p>\n<h4><strong>SUPERVISION RECEIVED<\/strong><\/h4>\n<p>The Wildlife Biologist II performs work under the supervision of the Wildlife Biologist III+ with latitude for exercise of independent judgment and decision making.\u00a0 Work is reviewed by the Wildlife Biologist III+ through reports, meetings, presentations and one-on-one discussions.<\/p>\n<h4><strong>SUPERVISION EXERCISED<\/strong><\/h4>\n<p>This position exercises direct and indirect supervision of up to 6 technician staff members in a variety of field settings.<\/p>\n<h4><strong>REPRESENTATIVE EXAMPLES OF WORK<\/strong><\/h4>\n<p>This position requires the following:<\/p>\n<p>Conducts biological studies. Summarizes biological data using established data conversion and statistical procedures. Conducts studies and\/or research for which precedence and patterns have been established or collaborates with higher level biologists to develop research projects. Prepares reports on investigations and studies conducted.<\/p>\n<p>Participates in sampling programs and projects designed to protect, conserve, and enhance species and habitats, and provide information on abundance, distribution, movement, age, growth, and other biological data to inform wildlife management decisions. Supervises field crews while conducting wildlife and\/or habitat projects.<\/p>\n<p>Works with higher level biologist(s) to determine and develop techniques and procedures, and\/ or performs field investigations or research projects and assists in preparing management\/research reports or proposals based on those activities.<\/p>\n<p>Assists with development and implementation of a variety of restoration, conservation programs and management measures designed to protect and enhance wildlife resources and habitats available to the Tribal membership within ceded lands.<\/p>\n<p>Assists with development of biological studies; planning, implementation, data collection, data analysis, and technical reporting. Assists with experimental design, hypothesis testing, data analysis, modeling, spatial analysis, and database management. Summarizes biological data using established data conversion and statistical procedures.<\/p>\n<p>Oversees and implements standardized wildlife and\/or habitat data collection with established protocols and techniques to provide technical input on future novel approaches.<\/p>\n<p>Oversees and assists with purchasing, inventorying, maintaining, troubleshooting and repairing field equipment including various equipment and electronics.<\/p>\n<p>Assists with acquiring and reporting on scientific collection permits, habitat restoration\/enhancement permits, and Endangered Species Act take permits.<\/p>\n<p>Produces Annual Progress Reports, sections of Technical Reports or complete Technical Reports. Assists in the development of Scopes of Work, budgets, grant applications and contracts.<\/p>\n<h4><strong>Recruiting Indicators (Knowledge, Skills and Abilities)<\/strong><\/h4>\n<p><strong>Knowledge of:<\/strong>\u00a0Kalispel Tribal heritage and culture and the significance of fish and wildlife resources to Tribal members; Principles and procedures of biological research, wildlife management, habitat assessment, species identification and statistical applications for wildlife management; Standard laboratory and field methods and statistical data processing relating to habitat work, including wildlife species identification, their habitats and life histories, and current status; quantitative and computing skills; word processing, spreadsheet\/databases, GIS, data management, and statistical software; Radio tracking\u00a0 and telemetry; study design, handling wildlife species, immobilization techniques; data management, manipulation and interpretation.<\/p>\n<p><strong>Ability to:<\/strong>\u00a0Plan and carry out moderately complex tasks to completion while working independently or as a member of a project or interdisciplinary team; Build long-term positive working relationships with a wide variety of stakeholders and coworkers; Communicate effectively with a wide variety of stakeholders with diverse backgrounds and interests with excellent oral and written skill sets; Collaborate and negotiate complex conservation outcomes; Identify wildlife species and habitats of the Pend Oreille watershed and familiarity with their part of a working ecosystems; Interpret and use data to educate stakeholders and public to support Tribal management decisions.<\/p>\n<h4><strong>Minimum Qualifications (Education and Training)<\/strong><\/h4>\n<p>A Bachelors degree in wildlife, natural resources science, or aquatic sciences\u00a0<strong>AND<\/strong>\u00a03 years of progressively responsible professional experience in wildlife, natural resource management or research;\u00a0<strong>OR<\/strong><\/p>\n<p>A Masters Degree in the applicable science may be substituted for 2 years of required experience.<\/p>\n<p>Applicants having experience working in the Upper Columbia River watershed and\/or experience in native species\/habitat restoration, research, monitoring, and\/or data collection will be given preference.<\/p>\n<h4><strong>WORK ENVIRONMENT<\/strong><\/h4>\n<p>The work environment for Natural Resources staff is multifaceted. Outdoor conditions make it necessary to be able to work and hike in inclement weather conditions and over variable and rugged terrain. Work could include in water wading or from a boat (e.g. netting, electrofishing) and other on-water work.\u00a0 Potential exists for interactions with wild animals, bees, and other natural hazards.\u00a0\u00a0 Indoor work can require long periods of sedentary work interfacing with others in meetings or completing reporting or data entry at a computer station.
