The Capital Growth Program is to plan, design and construct safe, beautiful, and functional park and natural area places and facilities. These park and natural area places and facilities provide recreation, health, and enrichment opportunities for people of all ages and cultures. The program is instrumental in creating and sustaining the healthy, equitable park system that makes Portland a great place to live, work and play.<\/p>\n<p>The Capital Project Manager II positions manage the design and construction of complex, multi-disciplinary, often politically sensitive, multi-phased public works Parks Bureau projects from initial concepts through completed construction. These positions ensure that the projects are built within scope, schedule and budget in a manner that ensures the parks and facilities are of the highest quality, aesthetically pleasing, functional, durable, sustainable, represent the design standards of the City of Portland, and meet stakeholders&#8217; needs as well as possible.<\/p>\n<p>These Capital Project Manager II positions are also responsible for working with partners or outside entities that secure permits for constructing features or modifying elements in the park system, such as the Portland Park &amp; Recreation Non-Park Use Permits (NPUP), that impact park properties.<\/p>\n<p><strong><u>As the Capital Project Manager II, you will:<\/u><\/strong><\/p>\n<ul>\n<li>\n<p><strong>FACILITATE Non-Park Use Permits (NPUP):<\/strong>\u00a0Work with the PP&amp;R Capital Growth Program Team and Property\/Contracts\/Acquisitions Program to facilitate NPUP which are permits for external partner-initiated projects, including negotiating the terms of the permits, assessing the community benefit of the proposed work, managing the permit, and securing and archiving third party project documents.<\/p>\n<\/li>\n<li>\n<p><strong>PROJECT MANAGEMENT:<\/strong>\u00a0 Develop and manage Capital Growth Project \u00a0objectives, scopes, schedules, and budgets.
