\/>\n<\/em><\/p>\n<p><strong>Duties:\u00a0<\/strong><\/p>\n<ul>\n<li>Develops, directs, manages, and maintains a sustainable, comprehensive, organization-wide, watercraft safety training program that meets state and national standards.<\/li>\n<li>Performs a wide scope of complex program management responsibilities to administer, oversee, lead, and direct program activities\/decisions of major significance that may affect the organization-wide watercraft safety training program.<\/li>\n<li>Assembles, manages, and co-chairs the Watercraft Safety Committee consisting of representatives from each WDFW program to develop a watercraft safety training plan and policies for the approval of the Executive Management Team. \u00a0The committee will also serve to identify and understand emerging issues and address continuous program improvements.<\/li>\n<li>Develops employee learning plans with training requirements specific to duties, including a refresher schedule &#8211; ensures the learning plans are embedded in the Human Resource system and the Learning Center.<\/li>\n<li>Advises the Executive Management Team on aspects of the program and develops comprehensive, succinct, integrated, and sustainable program recommendations.<\/li>\n<li>Independently performs contract management to establish and maintain contracts for services, facilities, equipment, and supplies as needed \u2013 evaluates contractors\u2019 performance and completes required documentation.<\/li>\n<li>Researches and determines recommended safety and personal protective equipment.<\/li>\n<li>Responds to and\/or advises public entities and professional partners on program issues \u2013 this includes preparing and delivering presentations.<\/li>\n<li>Provides WDFW Staff, Supervisors, Human Resource Consultants and Management with subject matter consultation, and technical assistance with watercraft program activities.<\/li>\n<li>Manages, directs, reviews, and responds to Safety and Security Incident Reports, employee\/management\/public concerns, and emergencies involving watercraft and\/or water related events.<\/li>\n<\/ul>\n<ul>\n<li><strong>Schedule:\u00a0<\/strong>\n<ol>\n<li>Typically, Monday \u2013 Friday \u2013 8:00 a.m. \u2013 5:00 p.m.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Travel Requirements: \u00a0\u00a0<\/strong>\n<ol>\n<li>Frequent travel to provide statewide trainings.<\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<p><strong>REQUIRED QUALIFICATIONS:<\/strong><\/p>\n<div>\n<ul>\n<li>A Bachelor\u2019s Degree, in Education, Organizational Development, Training, Occupational Health and Safety, Natural Resources, Criminal Justice\/Law Enforcement, Risk Management or a closely allied field.<\/li>\n<\/ul>\n<\/div>\n<p><strong>AND\u00a0<\/strong><\/p>\n<p><strong>Four (4) years of professional, full time, paid experience:\u00a0<\/strong><\/p>\n<ul>\n<li>Operating watercraft.<\/li>\n<li>Instructing watercraft safety training.<\/li>\n<li>Managing a specialized professional program in a government or private agency that included responsibility for planning, policy analysis, coordination, and consultation with a variety of stakeholders.<\/li>\n<\/ul>\n<p><strong>Please Note:\u00a0<\/strong>Professional equivalent experience as an instructor providing training to adults, may substitute, year-for-year, for the education requirement.<\/p>\n<p><strong>AND\u00a0<\/strong><\/p>\n<p><strong>Knowledge of:\u00a0<\/strong><\/p>\n<ul>\n<li>Watercraft operations and best practices for safety.<\/li>\n<li>Application of adult learning principles.<\/li>\n<li>Organizational change and systems development.<\/li>\n<\/ul>\n<p><strong>Ability to:\u00a0<\/strong><\/p>\n<ul>\n<li>Develop\/modify curriculum, comprehensive policies, and procedures.<\/li>\n<li>Manage a specialized program and lead\/manage work groups.<\/li>\n<li>Proficiently operate multiple forms of watercraft.<\/li>\n<li>Perform work with the highest degree of integrity and build respectful relationships with diverse individuals and groups.<\/li>\n<li>Evaluate safety skills and provide feedback for competency and continuous learning.<\/li>\n<li>Solve problems with professional judgement and safety best practices.<\/li>\n<li>Demonstrate emotional intelligence,
