Ensure workload is balanced among staff and that employees are being given growth opportunities and relevant skills are fully utilized with all work being completed well and on time.<\/p>\n<p><strong><em>Lead agency budget decisions,\u00a0<\/em><\/strong>frame budget conversations, and manage agency budget processes. The Budget Officer influences decisions made in the Department regarding the use of financial resources and provides counsel and recommendations to executive management and the Director&#8217;s Office.<\/p>\n<p><strong><em>This position develops policies<\/em><\/strong>\u00a0to implement the Department&#8217;s budget process, including budget development, allotment preparation, expenditure and revenue monitoring and analysis, including implementation of OFM and legislative directives. \u00a0You will facilitate the Financial Administration &amp; Coordination Team to keep all programs informed and aligned.<\/p>\n<p><em><strong>Build and maintain positive relations\u00a0<\/strong><\/em>with OFM, the Legislature, other state agencies, and other partners. Communicate diplomatically and clearly.<\/p>\n<p><strong><em>Develop and lead an all-agency approach<\/em><\/strong>\u00a0to consolidating budget to improve effectiveness, transparency, and accountability. This process will result in improved budget oversight and allow for more strategic decision-making. As part of the budget consolidation, the Budget Office will provide strategic direction on agency budget matters, agency structure around budget and be able to recommend changes to the Deputy Director. Advise budget and policy staff throughout the agency on budget matters. Currently, the Assistant Directors are the primary supervisor of Program Budget and Administrative Managers, but the Budget Officer is a key influencer and partner with the Program Budget and Administrative Managers.<\/p>\n<p><strong><em>Provide strategic direction<\/em><\/strong>\u00a0on agency budget matters. Advise budget and policy staff throughout the agency on budget matters.<\/p>\n<p><strong><em>Mentor and train agency budget staff.<\/em><\/strong>\u00a0Ensure budget staff throughout the agency develop their skills and know what the budget processes need from them.<\/p>\n<p><strong><em>The Budget Officer\u00a0<\/em><\/strong>requires complete knowledge of the agency&#8217;s budgetary and policy issues to make recommendations to the Deputy Director, the Director, the Program Directors, and the Executive Management Team on the fiscal impacts of policy proposals. The actions of this position impact the agency&#8217;s accounting, budget, and policy decisions. This position requires advanced technical skills and knowledge, and the ability to work with the agency&#8217;s management, agency staff and its counterparts.<\/p>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<p><strong>Work Setting, including hazards:<\/strong><\/p>\n<p>Office environment.<\/p>\n<p>The duty station for this position is in Olympia, WA. Due to the Governor\u2019s \u201cStay Home, Stay Safe\u201d order due to the pandemic, many of our positions are currently working remotely, or a combination of office and remote. \u00a0When the Governor lifts the \u201cStay Home, Stay Safe\u201d order for state employees, combinations of office or telework may be considered.<\/p>\n<p><strong>Schedule (i.e., hours and days):<\/strong><\/p>\n<p>Weekdays- M-F 8-5. Work hours may exceed the standard 8am-5pm workday. The ideal candidate will have\u00a0<strong>all<\/strong>\u00a0the following, and acceptable candidates will have at least\u00a0<strong>(3) three<\/strong>\u00a0of the five below requirements:<\/p>\n<p>1.) Bachelor&#8217;s or Master\u2019s degree in relevant field.<\/p>\n<p>2.) At least two years\u2019 experience with state or local government which includes budget development and executive consultation.<\/p>\n<p>3.) At least two years\u2019 experience supervising staff.<\/p>\n<p>4.) Two or more years in budget development at OFM, the Legislature or in an agency budget leadership position whose focus is agency strategy and budget development. Experience with strategic change processes.<\/p>\n<p>5.)
