The City of Eugene Public Works Wastewater Division is looking for an individual to join their team as an Environmental Data Analyst \/ QA-QC Coordinator. \u00a0The individual will collect, analyze, evaluate, and manage data from an array of environmental sources and programs including surface water, stormwater, groundwater, and wastewater; prepare reports and presentations for regulatory reporting, management decision making, and internal and external communication; oversee and coordinate the laboratory and field activities quality assurance and quality control program for conformance with standards and regulatory compliance.<\/p>\n

Eugene offers many of the amenities of a larger city while retaining the feel and characteristics of a smaller city including a strong sense of community and a short commute to work with little traffic congestion.\u00a0<\/span><\/p>\n<\/dd>\n Analyze and evaluate environmental data related to wastewater treatment, stormwater management, surface water, groundwater, biosolids, soils, and air emissions using various computer programs and applications including, statistical software,\u00a0Laboratory Information Management Systems (LIMS), Wastewater Information Management System (WIMS), Geographic Information System (GIS), and other database and information sources.<\/span><\/p>\n Prepare complex reports as required for the City of Eugene\u2019s stormwater and wastewater National Discharge Elimination System (NPDES) permits, other environmental permits, and environmental studies.\u00a0\u00a0<\/span><\/p>\n Evaluate data sets using statistical methods to interpret and characterize the data; perform trend analyses and document water quality changes; compare data to state and federal water quality criteria; calculate various metrics such as estimated pollutant loads for specific drainage basin areas from storm-event monitoring data.\u00a0\u00a0<\/span><\/p>\n Evaluate proposed and current changes to water quality standards and other environmental regulations.<\/p>\n Prepare and submit regulatory reports to Oregon Department of Environmental Quality (DEQ) including text, tables, charts, maps, and figures that explain, interpret, and summarize\u00a0\u00a0water quality data, trends methods, and conclusions.<\/p>\n Respond to internal, state, federal, peer agency, and consultant data requests by preparing and submitting quality-controlled data sets.<\/p>\n Review work plans, procedures, processes and activities for adherence and compliance with sound management practice and Federal and State laws and guidelines.<\/p>\n Provide comments and recommendations for NPDES permit renewals; update as-needed and implement an approved monitoring plan for compliance with permit requirements.<\/p>\n Participate in writing monitoring plans, collection of data, and with special projects, as needed.\u00a0\u00a0<\/span><\/p>\n Review data and analytical reports generated by the laboratory and field activities, ensure appropriate method QA\/QC protocol are followed; ensure adherence to Clean Water Act 40 CFR part 136 analytical methodology; identify outlier results and request verification\/reanalysis by laboratory and field team, as needed.<\/p>\n Perform audits of Environmental Services Laboratory, Operations Laboratory, and Field Activities and prepare audit reports.<\/p>\n Regularly meet with teams of analysts, operators, technicians, field technicians, and managers to discuss quality assurance\/quality control issues and concerns, and opportunities for improvement.<\/p>\n Write, review, revise, edit, and\/or develop quality system standard operating procedures (SOPs) and analysis plans.<\/p>\n Develop, review, and revise training materials and presentations used for staff trainings.\u00a0\u00a0As needed, conduct training for staff on appropriate methods, quality system elements, and quality system standards.\u00a0 \u00a0\u00a0<\/span><\/p>\n Work closely and communicate professionally with program managers, program supervisors, teams and staff to ensure the success of the Division\u2019s quality system and management system objectives.\u00a0 \u00a0\u00a0<\/span><\/p>\n Perform other duties as assigned. \u00a0<\/span><\/p>\n<\/dd>\n KNOWLEDGE OF:<\/u> Latest methods, models, computer programs, and statistical software for environmental data management and processing;<\/p>\n Experience working with geographic information or geo-referenced data, including experience using Global Positioning System (GPS), GIS, maps, or other sources to track and communicate location information;<\/p>\n Applying quality control information to define the quality of measurements or data;<\/p>\n Clean Water Act analytical methodology in 40 CFR part 136; NELAC Institute (TNI) and Oregon Environmental Laboratory Accreditation Program (ORELAP) standards.<\/p>\n ABILITY TO:<\/u> Collect significant amount of data pertaining to a variety of environmental topics, both quantitative and qualitative, and analyze and evaluate the data;<\/p>\n Write complex regulatory and other reports, including graphs, maps, and drawings; write monitoring and sampling plans;<\/p>\n Apply statistical analysis and testing to environmental data to produce results and interpretations; make recommendations, predictions, and conclusions based on information collected;<\/p>\n Analyze and evaluate environmental data and present the information to a variety of internal and external audiences; \nEnvironmental regulations, policies, and laws and applying them effectively to data sets where applicable;<\/p>\n
\nUnderstand data management using computer skills to create spreadsheets and databases;<\/p>\n
\nBachelor\u2019s Degree in environmental sciences or a closely related field.<\/p>\n
\nTwo years of progressively responsible related professional experience, preferably in the public sector.\n<\/p>\n<\/dd>\n
