This position may be located at any Department of Ecology office. The Department of Ecology has offices located in: Union Gap, Shoreline, Olympia, Bellingham, Spokane, Richland and Vancouver.<\/p>\n<p><strong>P<\/strong><strong>lease Note: This is a project position that is funded until June 30, 2023. The Funding for this position has a high probability of being renewed for the next\u00a0biennial budget.<\/strong><\/p>\n<p>The\u00a0<strong>Mobile Work Environment (MWE) Specialist<\/strong>\u00a0position is responsible for researching best practices, analyzing data, identifying and formulating options for decision makers, developing and coordinating project plans for integrating significant agency-wide initiatives related to Ecology\u2019s Modern Work Environment Strategy. This position is the lead in the planning and integrating of these efforts. The ASD Director, in coordination with the Human Resources (HR) Director and the Chief Information Officer (CIO), assign work to the position. Additional broad direction is provided by the Agency Director, Deputy Director or collectively from the Executive Leadership Team.<\/p>\n<p>Some of the key work activities of the\u00a0<strong>Mobile Work Environment Specialist<\/strong>\u00a0include:<\/p>\n<p><u>Strategic Planning &amp; Business Analysis<\/u>:<\/p>\n<ul>\n<li>Reviews assessments of service level impacts resulting from pandemic response and provide to Human Resources (HR)\/Information Technology Services Office (ITSO)\/Administrative Services Division (ASD) Directors for their use the results of those assessments.<\/li>\n<li>Reviews other public and private sector experiences, both in Washington and nationally, regarding establishing and sustaining a mobile work environment.<\/li>\n<li>Integrates relevant policies or guidance developed by staff in HR\/ITSO\/ASD, Office of Financial Management (OFM) or other Executive Cabinet groups into the implementation of the Agency\u2019s MWE Strategy.<\/li>\n<li>Produces or oversees the production of complex reports for use by Agency leadership. Summarizes financial implications of proposed MWE policies and presents those findings to the Director, Deputy Director and the Executive Leadership Team of the Agency for their consideration.<\/li>\n<\/ul>\n<p><u>Project Management<\/u>:<\/p>\n<ul>\n<li>Provides leadership related to MWE transition through management and staff presentations, engaging environmental program management teams and regional management teams to provide feedback, and support communication around the implementation of policies related to the MWE Strategy.<\/li>\n<li>Develops an Agency project plan for implementing MWE strategy\u00a0to reflect the project\u2019s work breakdown structure (WBS), deliverables, tasks, task dependencies, schedule, and resource assignments. Manages the project based on the developed plan and updates the plan as required.<\/li>\n<li>Develops business process for evaluating progress and overall results. In partnership with ITSO and HR, develop MWE guidance for program managers to use in establishing their program specific MWE goals and strategies.<\/li>\n<li>Uses tools and techniques available through agency resources, PMI standards, and LEAN methods to ensure efficient fact based decision-making.<\/li>\n<li>Assesses the impact of MWE strategy on Agency facilities and infrastructure requirements.<\/li>\n<li>Establishes a change management and communication plan.<\/li>\n<li>Assists and supports in the development and implementation of ASD managed projects.<\/li>\n<\/ul>\n<p><u>Researches Complex Issues<\/u>:<\/p>\n<ul type=\"disc\">\n<li>Researches, gathers data, and gets input from mangers.<\/li>\n<li>Analyzes data and information that varies in nature and technical complexity.<\/li>\n<li>Presents data and conclusions.<\/li>\n<li>Makes recommendations regarding multidimensional and\/or complex, unprecedented issues having broad scope and significant impact on the agency. Consults on critical time sensitive issues related to MWE implementation.<\/li>\n<\/ul>\n<p><strong>Some of the things this position is expected to accomplish:<\/strong><\/p>\n<p>This position serves as a project lead and reports directly to the ASD Director, in consultation with the HR Director and the CIO to develop specific objectives targeting Agency-wide MWE goals.
