The Management Analyst\u2019s position functions under general direction as the lead for fisheries studies field data collection for the Puget Sound Sampling Unit (PSSU). This position implements and oversees the development and maintenance of electronic fisheries data sampling forms, currently in iForms, ensures fisheries data quality control and procedures for Puget Sound recreational and commercial fisheries, and oversees the inventory, updating, functionality and training of staff on electronic data sampling devices used in the PSSU.<\/p>\n<\/dd>\n

This position coordinates the implementation and quality control of electronic fisheries data collection for the sampling program including the training and testing of electronic forms. This position works directly with PSSU sampling staff, field supervisors, PSSU Data Managers, and the PSSU Manager to assist in the achievement of recreational and commercial data collection of catch and effort estimates. The data is used for fisheries management, assessment of biological information by fisheries stock and subsequent achievement of spawning escapements and court-mandated and agreed to fisheries allocations. This position provides customer support as the lead for all technical data collection to a large work unit that is located geographically throughout Puget Sound, under general supervision.<\/p>\n
K<\/strong>EY DUTIES AND POSITION OBJECTIVES:\u00a0<\/strong><\/p>\n
Electronic data collection form development and maintenance, technical-support, and tracking<\/u>.<\/p>\n
Tasks include:\u00a0<\/strong><\/p>\n

- Develop and maintain of the unit\u2019s electronic data collection technology and forms, currently in iForms, including use of JavaScript.<\/li>\n
- Development and use of MS Access databases.<\/li>\n
- Serve as the AppleID administrator for the unit.<\/li>\n
- Provide iForms and iPhone password support for samplers.<\/li>\n
- Ensure all on-boarding technology on devices is functional for new and returning staff, including:\n

- iForms account setup.<\/li>\n
- Ensure other electronic systems are operational.<\/li>\n
- Coordinating with WDFW IT staff and supervisor.<\/li>\n
- Multi-factor authentication.<\/li>\n
- MS Teams.<\/li>\n
- WDFW Email.<\/li>\n
- LMS Online training.<\/li>\n<\/ol>\n<\/li>\n
- Frontline technical support for field samplers including in the evenings and on weekends.<\/li>\n
- Track the Unit\u2019s iPad inventory, coordinate with Sampling Support staff and contact IT on iPad issues.<\/li>\n
- Track the Unit\u2019s iPhone and other cell phone inventory, coordinate with Sampling Support staff and contact IT on phone issues.<\/li>\n
- Oversee the testing, training, implementation, maintenance and updating of all electronic forms used by the sampling unit.<\/li>\n
- Provide support for all sampling staff for iPads (iForms), iPhones and data editing and QA\/QC, and make updates to the iForms as needed.<\/li>\n
- Assist staff to ensure the operating systems, passwords and applications are kept up to date on agency iPads, iPhones, and computers<\/li>\n
- Ensure all data has been downloaded from the iPads at the end of each \u201cweek\u201d (Sundays).<\/li>\n<\/ul>\n
Fisheries data editing, reviewing, interpretation and management<\/u><\/strong>.<\/strong><\/p>\n
Tasks include:\u00a0<\/strong><\/p>\n

- Interpret the unit\u2019s data relating to fisheries regulations and inform staff and managers of any fish harvest anomalies or data errors.<\/li>\n
- Assist the unit\u2019s sampler support, field supervisors and staff in keeping track of all electronic data collection devices.<\/li>\n
- Review all fisheries sampling procedures, assess sampling goals and coordinate sampling programs with the unit\u2019s staff and with tribal biologists as needed.<\/li>\n
- Follow independent evaluation of fisheries data, assists unit Data Managers in developing procedures based on current fisheries activities to fulfill program sampling needs.<\/li>\n
- Assist with the maintenance and data integrity of large sampling databases as needed.<\/li>\n
- Assist Data Managers with developing new databases and improving existing databases.<\/li>\n
- Assist with fishery studies in Puget Sound to fulfill the sampling goals and objectives and assists Data Managers with the planning and design of these special projects.<\/li>\n
- Create and maintain a MS Access staffing, budget and inventory database and other databases as needed.<\/li>\n
- Assist unit Data Managers in problem solving data discrepancies and issues.<\/li>\n
- Review reports and publications produced by the Unit as needed.<\/li>\n<\/ul>\n
Fisheries Regulations and Data<\/u><\/strong>\u00a0<\/strong><\/p>\n
Tasks include:\u00a0<\/strong><\/p>\n

- Key in current and historical recreational salmon fisheries regulations into databases or Microsoft Excel.<\/li>\n
- Research electronic bar label codes with regards to developing future iForm commercial data collection.<\/li>\n
- Develop additional databases for the unit as time allows.<\/li>\n<\/ul>\n
Other duties as assigned\u00a0<\/strong><\/p>\n
Tasks include:\u00a0<\/strong><\/p>\n

- Assist with the development and review of written documents produced by the unit, including step by step guides relating to unit electronic devices and forms.<\/li>\n
- Conduct aerial flight surveys for selective fisheries as needed (optional).<\/li>\n
- Attend all unit staff meetings and provide input into the development of agenda topics.<\/li>\n
