This position administratively manages District funding sources and expenses, reports all grant activities \u2013 both deliverables and finances, and performs general administrative functions for the District. The position is new and requires project management skills, fiscal management, and experience working with grants.<\/p>\n<p>We are seeking candidates who are highly adaptable to changing priorities, tight deadlines, and interruptions to workflow. The successful candidate will be adept at multitasking and have both attention to detail and a complete understanding of the systems of funding utilized by the District. The Grant and Fiscal Administrator should have impeccable dependability, be innovative, and receptive to collaborative feedback from coworkers. An ideal candidate will have an analytical and systems-driven mind with a strong customer service and team-driven attitude. The ability to manage many complex issues on time and take a proactive approach toward promoting more efficient and effective systems is essential. Clark Conservation District has a small staff, and each of us is often called upon to do a wide range of job duties. Because of this, flexibility and excellent communication skills are crucial to the position.<\/p>\n<p>Position Details<\/p>\n<p>Position Type: Full Time (40 hours\/week) with benefits<\/p>\n<p>Compensation: Paid hourly depending on experience:<\/p>\n<p>Level 1 starting at $22.00 to $26.00 per hour<\/p>\n<p>Level 2 starting at $26.01 to $29.00 per hour \u2013 applicant must demonstrate experience performing the job duties of both level 1 and level 2 in application material and interview.<\/p>\n<p>Duties<br \/>\nGrants<\/p>\n<p>Grant and Fiscal Administrator \u2013 Level 1<\/p>\n<p>Manage 20+ grants and contracts that the District administers each year.<br \/>\nSuccessfully lead grants and contracts through contracting, reporting, and closeout.<br \/>\nReview grants\/contracts to identify legal obligations, funding, scope of work, and deliverables.<br \/>\nMaintain an efficient and complete administrative record of all grant and contract activities through a project management work plan and\/or project management software.<br \/>\nOversee grant match tracking, budgets, deadlines, and reporting.<br \/>\nPrepare all contract\/grant vouchers using proper coding of expenditures and ensure that expenditures are allowable under grants\/contracts.<br \/>\nSupport District Manager and staff to monitor the progress of grant\/contract funded projects to ensure successful implementation on time, within budget, and in accordance with grant contract terms and agency requirements.<br \/>\nMaintain team schedule and facilitate collaboration for grant reporting.<br \/>\nTrack annual plan accomplishments.<br \/>\nGrant and Fiscal Administrator \u2013 Level 2<\/p>\n<p>Duties of the Grant and Fiscal Administrator \u2013 Level 1 in addition to:<\/p>\n<p>Successfully lead grants and contracts throughout all processes and phases including scoping, initiation, partnership development, proposal development, contracting, planning, project execution, monitoring, reporting, quality control, and closeout.<br \/>\nCommunicate with funding agencies on a continuous basis.<br \/>\nDevelop, improve, and oversee District procedures as related to grants\/contracts and project management.<br \/>\nWork with the District Manager and staff to identify and secure grant and stable funding for District programs and services.<br \/>\nFinance<\/p>\n<p>Grant and Fiscal Administrator \u2013 Level 1<\/p>\n<p>Work closely with the District Manager to develop and manage the annual budget and 5-year financial forecast.<br \/>\nPrepare regular financial reports.<br \/>\nAssist the District Manager and Board with completion and\/or revision of the District\u2019s Annual Work Plans and 5-Year Plan.<br \/>\nVoucher grants\/contracts per their requirements (generally monthly-quarterly).<br \/>\nReconcile bank statements and credit card transactions.<br \/>\nGrant and Fiscal Administrator \u2013 Level 2<\/p>\n<p>Duties of the Grant and Fiscal Administrator \u2013 Level 1 in addition to:<\/p>\n<p>Compile salary forecasts and salary funding allocation for District staff based on current and planned funding.<br \/>\nGather figures for the Annual Plan of Work and future strategic planning.<br \/>\nWork with landowners on cost-share programs. Manage project funds and reimbursements, and provide ongoing assistance to landowners to meet the requirements to be reimbursed.<br \/>\nAdministrative\/Human Resources\/Other<\/p>\n<p>Grant and Fiscal Administrator \u2013 Level 1<\/p>\n<p>Receive the District\u2019s general communication and direct it to the proper staff member (phone and email).<br \/>\nProvide administrative support to the District Manager and staff as directed.<br \/>\nMaintain District files.<br \/>\nMaintain and purchase District office supplies.<br \/>\nOnboard newly hired staff regarding procedures related to grant processes.<br \/>\nTake minutes at Conservation District board meetings and workshops and prepare Board documents monthly and as needed.<br \/>\nAttend local, area, and state meetings as needed. Attend training sessions and workshops related to skills development.<br \/>\nAssist with the District\u2019s Annual Native Plant Sale.<br \/>\nAdminister the District\u2019s elections.<br \/>\nOther duties and special projects as assigned by the District Manager.<br \/>\nGrant and Fiscal Administrator \u2013 Level 2<\/p>\n<p>Duties of the Grant and Fiscal Administrator \u2013 Level 1 in addition to:<\/p>\n<p>Improve and develop policies and procedures for the District.<\/p>\n<p>Qualifications<\/p>\n<p>\nRequired Qualifications<\/p>\n<p>Three years experience of a combination of program management, grant\/contract\/agreement review and administration, grant billing and reporting, or comparable experience.<br \/>\nProficiency with Smartsheet or other project management software for collaboration and work management.<br \/>\nExperience with accounting software such as QuickBooks (preferred), BIAS, Sage, etc.<br \/>\nAssociates degree in Public Administration, Natural Resources, Agriculture, Environmental Sciences, Business, or another relevant field. Additional relevant work experience can substitute for a degree; please address this in your cover letter.<br \/>\nValid, unrestricted driver\u2019s license.<br \/>\nPreferred Qualifications<\/p>\n<p>Bachelor\u2019s degree in Public Administration, Natural Resources, Agriculture, Environmental Sciences, Business, or another relevant field.<br \/>\nAdvanced computer software skills in Microsoft Word, Excel, and Outlook.<br \/>\nExcellent written and oral communications skills.<br \/>\nExperience in grant and contract administration.<br \/>\nGrant writing experience.<br \/>\nKnowledge of policies and practices of Conservation Districts.<\/p>\n<p>Supplemental Information<\/p>\n<p>\nAbout Clark Conservation District<\/p>\n<p>Clark Conservation District was established in 1942 and is a legal sub-division of state government that administers programs to conserve natural resources. We are a non-regulatory agency created to bridge the gap between local landowners and state and federal government. We work to conserve the natural resources of Clark County. Our work improves both rural and urban communities to benefit the health and well-being of our residents. The District works for clean water and healthy soil.<\/p>\n<p>Physical Requirements and Working Conditions<\/p>\n<p>The Grant and Fiscal Administrator will require teleworking ability due to COVID-19 (the District will provide necessary equipment). Additionally, the position will be required to work from the District office to manage files and documents as needed \u2013 likely 4-8 days\/month.<\/p>\n<p>This position involves office work primarily. Regular office work includes long periods of sitting, typing, and reading from a computer screen. It is necessary to have adequate vision and motor skills to perform the position\u2019s duties, including hearing voice conversation and the manual dexterity to operate a computer. You must be able to use a motor vehicle safely. You may occasionally lift and carry materials weighing up to 40 pounds. The position will require occasional work on weekends or after regularly scheduled work hours. Short overnight travel is occasionally required (typically 1-2 times\/year under non-COVID circumstances).<\/p>\n<p>Compensation &amp; Benefits<\/p>\n<p>Hourly rate between $22.00 to $29.00 depending on experience. Benefits include 100% of premiums paid for medical\/dental\/vision for the employee and available insurance for spouses and dependents (paid by the employee), retirement matched up to 3% after six months of employment, as well as accrued paid sick leave (8 hours\/month), annual leave (8 hours\/month increasing with length of employment), 11 paid holidays per year, and available reimbursement for personal cell and home internet up to $25\/month for each (internet only during teleworking due to COVID-19). The position is full-time, consisting of 40 hours\/week; generally Monday-Friday 8:00 am &#8211; 4:30 pm with a half-hour lunch (8:00-5:00 with a 1 hour lunch).<\/p>\n<p>Location<\/p>\n<p>The position is based in Battle Ground within Clark County in beautiful Southwest Washington. Ideally located between Mount St. Helens, the Gifford Pinchot National Forest, the Columbia River Gorge, and the Pacific Coast, Clark County boasts a vast array of activities, scenic landscapes, and historic attractions, all while being within the Portland metropolitan area. From the Clark CD office, it is a 20-minute drive to the Ridgefield Wildlife Refuge, over 5,300 acres of wetlands, grasslands, forests, and trails. A 35-minute drive gets you to campsites in the Gifford Pinchot National Forest to the east and metropolitan downtown Portland, OR to the south.
