Our team of creative professionals works to provide appropriate regulatory oversight to help to facilitate statewide economic growth while protecting the State\u2019s lands and waters. We strive to provide the best available science to the public, local governments, and tribes to inform their decision-making processes around public safety, growth, and economic vitality. WGS is seeking someone with a background in accounting, finance, business, economics, or a related discipline to support our teams in these efforts. The successful candidate is someone who demonstrates a customer-centric approach, is self-motivated, and capable of working well both independently and in a team environment.<\/dd>\n<dt>Duties<\/dt>\n<dd>\n<p><strong>Responsibilities:<\/strong><\/p>\n<ul>\n<li>Manage the revenue collection, recovery, distribution, and accountability for all WGS regulatory permits and contracts, utilizing the agency&#8217;s Asset Recovery Management System (ARMS);<\/li>\n<li>Provide coordination, document management, and expertise on all levels of permit transfers and acceptance and release of performance securities;<\/li>\n<li>Communicate with permit holders and other stakeholders regarding all financial aspects of regulatory permits and contracts;<\/li>\n<li>Provide regular reports for financial monitoring and collaborate with team members to address permit and contract financial issues;<\/li>\n<li>Serve as the WGS ARMS business expert for the SAP Real Estate Modules on the agency&#8217;s cross-Division ARMS support team to provide guidance on technical integrations associated with regulatory programs\u2019 permits and contract management, revenue, administrative activities and ARMS;<\/li>\n<li>Participate with the ARMS support team to propose and test needed changes, including system updates, coding structure, scripts, enhancements and design to ensure the system is meeting the needs of the programs;<\/li>\n<li>Oversee data integrity, data accuracy, and data consistency through system monitoring and analysis within ARMS to ensure accurate and consistent billing and record-keeping associated with WGS regulatory programs;<\/li>\n<li>Collaborate with team members and management to develop grant\/project budgets in preparation for grants or contracts, providing guidance and technical assistance;<\/li>\n<li>Monitor and track spending from all activities, funds, grants, contracts, provisos, and capital budget, as well as regulatory programs, on a monthly basis to ensure expenditures remain in keeping with budget funds, and work to make adjustments to activities as needed. Collaborate to ensure proper grant and contract close-out, as well as year- and biennium-end closeout;<\/li>\n<li>As new financial agreements are signed, incorporate new funding into the WGS budget through change requests and 24-month allotments with WGS management and the Office of Budget, Finance, and Economics.<\/li>\n<\/ul>\n<\/dd>\n<dt>Qualifications<\/dt>\n<dd>\n<p><strong>Required Qualifications:\u00a0<\/strong><\/p>\n<ul>\n<li>An accounting certificate or coursework related to accounting, budget management, financial systems, accounts receivable; two years of related work experience will substitute for a certificate or degree.<\/li>\n<li>Moderate to high level experience working with spreadsheets and database systems, such as Microsoft Excel and Access.<\/li>\n<li>Experience working with an accounts receivable and revenue system, such as SAP.<\/li>\n<\/ul>\n<p><strong>Our ideal candidate will also have the qualifications listed below:<\/strong><\/p>\n<ul>\n<li>An Associate\u2019s or Bachelor\u2019s degree in accounting, finance, business, economics, or a related discipline.<\/li>\n<li>Experience working in budget management in state or local government.<\/li>\n<li>Experience working in DNR\u2019s financial systems, including the accounts receivable and revenue system, ARMS.<\/li>\n<li>Familiarity with grant and (or) contract budgeting processes and systems.<\/li>\n<\/ul>\n<\/dd>\n<dt>Supplemental Information<\/dt>\n<dd>\n<p><strong>Location:\u00a0<\/strong><br \/>\nOne of the world&#8217;s most scenic places, Washington State offers breathtaking discoveries for people who love natural beauty and outdoor recreation, from the Pacific Coast shores to the rugged Cascade Mountains to the rolling hills of the Palouse.
