This individual provides expert IT project management and application development services for Ecology&#8217;s Nuclear Waste Program (NWP). This work includes initiating, planning, controlling, monitoring, closing, and reporting on large projects that support mission critical initiatives, including the reissuance and publication of the 16,000 page Hanford site-wide dangerous waste permit.<\/p>\n<p><strong>Job duties also include:<\/strong><\/p>\n<p>The\u00a0<strong>IT Project Manager<\/strong>\u00a0position, leads cross functional teams in determining IT business needs. \u00a0Team members include IT, regulatory, and administrative staff. The position will also analyze the overall work and individual tasks required for the project and assign tasks to team members and sub-teams.<\/p>\n<p>Deliverables include:<\/p>\n<ul type=\"disc\">\n<li>Facilitates requirements gathering meetings across multiple business units.<\/li>\n<li>Analyzes input for conflicting requirements and negotiates solutions that meet business needs.<\/li>\n<li>Translates business requirements into IT system requirements.<\/li>\n<li>Documents business and IT systems requirements in the requirement section of the Project Plan.<\/li>\n<li>Develops regulatory project schedules and IT development schedules.<\/li>\n<li>Creates Roles and Responsibilities documents.<\/li>\n<li>Defines team members and requirements.<\/li>\n<li>Develops use cases and user stories.<\/li>\n<li>Manages project schedules and agendas.<\/li>\n<li>Assigns tasks to team members.<\/li>\n<li>Tests plans and scripts.<\/li>\n<\/ul>\n<p>Is responsible for participating in program planning and policy as it pertains to development, updates, and replacements of databases and associated applications.<\/p>\n<p>Task: Develops strategies around technologies in order to continue scalability with emerging Ecology business requirements.<\/p>\n<p>Develops change management plans, project plans, and training plans. Monitors the implementation of these plans. Consults with business team and leads business process change. Change management plans include consideration of the human elements involved in change, as well as the technical ramifications of changes in IT systems. Project plans include guidance directed at multiple audiences including users, implementers, and upper management. The IT project manager may have to also act as a trainer if training resources are unavailable. Deliverables include but are not limited to:<\/p>\n<ul type=\"disc\">\n<li>Change Management plans.<\/li>\n<li>Guidance documents.<\/li>\n<li>Project plans.<\/li>\n<\/ul>\n<p>Communicates to stakeholders and management on IT project status.<br \/>\nFor example, this task includes:<\/p>\n<ul type=\"disc\">\n<li>Negotiates requirement changes\/implementation with the project team.<\/li>\n<li>Prepares briefing papers for upper management.<\/li>\n<li>Gives presentations to upper management.<\/li>\n<li>Gives presentations to end users.<\/li>\n<li>Facilitates meetings.<\/li>\n<li>Written documents such as meeting notes and reports.<\/li>\n<li>Oral and written presentations to management.<\/li>\n<\/ul>\n<p>Provides IT leadership and expert consultation for medium to large-scale projects that integrate environmental data and distinct information systems. This position independently supports, maintains and enhances applications in the following projects &#8211; Waste Management, Transition, Environmental Restoration, Tank Waste Storage and Tank Waste Treatment and Nuclear Waste Program business functions.<\/p>\n<p>Tasks include:<\/p>\n<p>Implements information technology solutions using Commercial-Off-The-Shelf (COTS) packages. \u00a0Develops specifications for COTS solutions. Compares and evaluates alternative COTS and hosting solutions; Recommends acquisition of COTS; Configures and integrates COTS with existing IT solutions and databases; Works with COTS vendors for ongoing enhancements and support.<\/p>\n<p>Works with Application Developer to ensure applications are functioning according to design specifications and applicable Ecology and State standards. Documents all changes to applications. \u00a0Develops and implements strategies for data migration.<\/p>\n<p>Tracks, resolves, and documents critical application issues\/bugs.<\/p>\n<p><strong>This recruitment will remain open until filled.
