Position Description<\/dt>\n

This is an exciting opportunity to join a team as it pivots to provide strong stewardship of Federal grant programs, which the City flexibly and innovatively deploys across multiple departments in the service of Community Development. The successful candidate will enjoy supporting and enforcing requirements and leading professional development. This position will supervise a team of four professionals who ensure all Federal Housing and Urban Development (HUD) and other federal, state and local laws and regulations are followed by City departments utilizing HUD funds. This position is also responsible for overseeing approximately 5-10 construction projects\u2019 compliance with Federal labor standards (Davis-Bacon and Section 3). This position will report to the Federal Grants Manager.<\/p>\n

Job Responsibilities<\/dt>\n
\n

Unit Supervision (60%)<\/strong>
\n–\u00a0\u00a0Supervise four staff engaged in planning, coordinating and administering HUD Block Grant activities across six City departments, including completion of Environmental Review, project set-up and reporting in proprietary federal databases.<\/p>\n

–\u00a0\u00a0In collaboration with the Federal Grants Manager, lead the standardization of systems and processes within grant administration, and identify and plan for a working environment of continuous process improvement.<\/p>\n

–\u00a0\u00a0Develop and update policies and procedures.<\/p>\n

–\u00a0\u00a0Coordinate state and federal audits and monitoring.<\/p>\n

Federal Labor Standards administration (40%)<\/strong><\/p>\n

Managing and monitoring Labor Standards requirements for Federal grant funding agreements and projects with grantee departments and agencies, including:
\n–\u00a0\u00a0Pre-approving activities for Davis-Bacon prevailing wage rate and Section 3 requirements,
\n– Setting up pre-award conferences with developers and contractors,
\n– Monitoring Section 3 and Davis-Bacon and State prevailing wage compliance for HSD and HUD funded projects City-wide, both remotely and on-site as applicable,
\n– Providing technical assistance to project managers and community stakeholders,
\n– Filing reports and responding to requests from HUD and other partners as necessary.<\/p>\n<\/dd>\n

Qualifications<\/dt>\n

Minimum Qualifications:<\/strong>
\nA baccalaureate degree in business or public administration, finance, economics or other field related to this work\u00a0and<\/strong>\u00a0four years of professional experience in financial analysis; project management, grants administration, inter-agency agreements; contract administration or related work<\/p>\n

Or<\/strong>\u00a0a combination of education and\/or training and\/or experience which provides an equivalent background required to perform the work of the class.<\/p>\n

\u2022 2+ year experience supervising professional staff
\n\u2022 Financial analysis, project management, grant administration, inter-agency agreements and contract administration
\n\u2022 Experience working in the Community Development field,
\n\u2022 Real Estate terminology and practices
\n\u2022 Construction terminology and practices
\n\u2022 Experience with Federal Davis-Bacon wage laws and\/or State Prevailing Wage laws
\n\u2022 Familiarity with Federal Dept. of Housing and Urban Development (HUD) rules and regulations
\n\u2022 Familiarity with labor compliance and certified payroll software such as LCP Tracker
\n\u2022 A work ethic of continuous process improvement
\n\u2022 Ability to manage multiple, and sometimes conflicting deadlines
\n\u2022 Excellent verbal and written communication skills
\n\u2022 Excellent project management, analytical and organizational skills.<\/p>\n<\/dd>\n
